About acceptance to the Russian Federation of the Zaporizhia Region and education as a part of the Russian Federation the new subject

expressing general will of the people inseparably linked community of historical destiny, to cohabitation as a part of the democratic federal constitutional state, to ensuring protection of the historical truth, respect of feat of defenders of the general Fatherland,

aiming to provide wellbeing and prosperity of the people,

based on free and voluntary declaration of will of the people of the Zaporizhia region on referendum which took place in the Zaporizhia region on September 27, 2022, during which the people of the Zaporizhia region made the decision on reunion with Russia as the subject of the Russian Federation,

considering the offer of the Zaporizhia region on its acceptance to the Russian Federation,

signed this Agreement as follows.

Article 1

1. The Zaporizhia region is considered accepted to the Russian Federation from signature date of this Agreement.

2. Acceptance of the Zaporizhia region to the Russian Federation is performed according to the Constitution of the Russian Federation, this agreement, the Federal constitutional Law "About Procedure for Acceptance to the Russian Federation and Educations in Its List of the New Subject of the Russian Federation" and the Federal constitutional Law on acceptance to the Russian Federation of the Zaporizhia region.

Article 2

From the date of acceptance to the Russian Federation of the Zaporizhia region as a part of the Russian Federation the new subject - the Zaporizhia region is formed.

Article 3

The Russian Federation guarantees to all people living in the territory of the Zaporizhia region, the right to preserving the native language, creation of conditions for its studying and development.

Article 4

1. Limits of the territory of the Zaporizhia region are determined by the borders of the territory of the Zaporizhia region existing on the date of its education and day of acceptance to the Russian Federation of the Zaporizhia region and education as a part of the Russian Federation of the new subject.

2. The border of the Zaporizhia region integrated to the territory of foreign state is Frontier of the Russian Federation.

Article 5

From the date of acceptance to the Russian Federation of the Zaporizhia region and education as a part of the Russian Federation of the new subject the citizens of Ukraine and persons without citizenship who are constantly living this day in the territory of the Zaporizhia region are recognized citizens of the Russian Federation, except for persons who within one month after this day will declare the desire to keep other nationality which is available for them and (or) their minor children or to remain stateless persons.

Article 6

From the date of acceptance to the Russian Federation of the Zaporizhia region and education as a part of the Russian Federation of the new subject and till January 1, 2026 the transition period during which questions of integration of the Zaporizhia region into economic, financial, credit and legal systems of the Russian Federation, in system of public authorities of the Russian Federation, and also questions of execution of conscription and execution of military service in the territory of the Zaporizhia region will be settled is effective.

Article 7

1. Elections to legislative (representative) body of the Zaporizhia region are held on the second Sunday of September, 2023.

2. The president of the Russian Federation within 10 days from the date of acceptance to the Russian Federation of the Zaporizhia region and education as a part of the Russian Federation of the new subject appoints the acting as the management official of the Zaporizhia region - the Governor of the Zaporizhia region to the period to assumption of office of the electee in accordance with the legislation of the Russian Federation of the Governor of the Zaporizhia region.

3. The government of the Zaporizhia region is created by the acting as the Governor of the Zaporizhia region in accordance with the legislation of the Russian Federation.

Article 8

1. Legislative and other regulatory legal acts of the Russian Federation act on the territory of the Zaporizhia region from the date of acceptance to the Russian Federation of the Zaporizhia region and education as a part of the Russian Federation of the new subject if other is not stipulated by the legislation the Russian Federation.

2. The regulatory legal acts applied according to decisions of Military civil authorities of the Zaporizhia region in the territory of the Zaporizhia region on the date of acceptance to the Russian Federation of the Zaporizhia region and education as a part of the Russian Federation of the new subject act on the territory of the Zaporizhia region before the end of transition period or before acceptance of the corresponding regulatory legal act of the Russian Federation and (or) regulatory legal act of the Zaporizhia region.

3. The regulatory legal acts applied according to decisions of Military civil authorities of the Zaporizhia region in the territory of the Zaporizhia region on the date of acceptance to the Russian Federation of the Zaporizhia region and education as a part of the Russian Federation of the new subject and regulatory legal acts of the Zaporizhia region are not applied if such acts contradict the Constitution of the Russian Federation.
