1. Approve:

Regulations on national network of observation and laboratory control of infectiousness (impurity) of the environment the radioactive, poisoning, strong toxic agents and biological agents according to appendix No. 1;

The list of the organizations and laboratories included in national network of observation and laboratory control (NSNLK) of infectiousness (impurity) of the environment by the radioactive, poisoning, strong toxic agents and biological agents according to appendix No. 2.

2. To perform financing of the actions provided by the specified provision at the expense of state and local budgets within the means approved on these purposes.

3. Declare invalid the Order of the Government No. 477 of May 19, 2000. "About national network of observation and laboratory control of infectiousness (impurity) of the environment the radioactive, poisoning, strong toxic agents and bacterial (biological) means" (The official monitor of the Republic of Moldova, 2000, Art. No. 63-64, 561).

4. The costs necessary for implementation of provisions of this resolution will be performed by the involved bodies / organizations for the account and within the financial resources provided in the annual budget.

Regulations on national network of observation and laboratory control of infectiousness (impurity) of the environment the radioactive, poisoning, strong toxic agents and biological agents

I. General provisions

1. The regulations on national network of observation and laboratory control of infectiousness (impurity) of the environment the radioactive, poisoning, strong toxic agents and biological agents (further - provision) establish the purposes of radioactive, chemical and biological control of environment objects, procedure for the organization and structure of national network of observation and laboratory control, and also their task in the regular mode (daily activities), in high alert and in emergency situations.

Observation and laboratory control will be organized for the purpose of timely detection of radioactive, chemical and biological infection (pollution) of the soil, air, water, food raw materials, fodder and other objects of the environment, and also for acceptance of timely measures on protection of the population, staff of forming of civil protection, animals, plants and water from impact of the radioactive, poisoning, strong toxic agents and biological agents.

3. Within this provision the basic concepts mean the following:

observation - system of the actions undertaken for timely detection of the fact of infection (pollution) of the environment, establishment of type of the poisoning, strong toxic agents and capacity of exposition dose (radioactive background) on the area;

laboratory control - research in vitro the tests which are selected from environment objects (air, foodstuff, food raw materials, water, rainfall, etc.), on infectiousness (impurity) the radioactive, poisoning, strong toxic agents and the famous biological agents;

emergency situation - the termination of normal conditions of life activity of the population on object or certain territory as a result of accident, catastrophic crashes, natural disaster of natural, technogenic or social and biological nature which conduct or can lead to human and material losses;

infection/contamination - availability of the infectious or toxic agent on the surface of body of the person or animal, in product or on the product prepared for consumption or on other objects of the environment, including vehicles which can represent risk for health of the population;
