About approval of Rules of determination of economic effect of the budget subsidies

According to subitem 1-1) of Item 6 of Article 67 of the Budget code of the Republic of Kazakhstan PRIKAZYVAYU:

1. Approve the enclosed Rules of determination of economic effect of the budget subsidies.

2. To provide to committee of forestry and fauna of Ministry of Ecology, geology and natural resources of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of Ministry of Ecology, geology and natural resources of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-minister of ecology, geology and natural resources of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of determination of economic effect of the budget subsidies

Chapter 1. General provisions

1. These rules of determination of economic effect of the budget subsidies (further – Rules) are developed according to subitem 1-1) of Item 6 of Article 67 of the Budget code of the Republic of Kazakhstan and determine procedure for determination of economic effect of the budget subsidies in the sphere of forestry.

2. In these rules the following basic concepts are used:

1) authorized body – department of authorized body in the field of forestry;

2) creation and development of private forest nurseries – the cycle of works on creation and development of forest nurseries including design and survey and installation and construction works, cultivation of tree and shrubby species for gardening, reproduction of the woods and afforestation;

3) bookmark and cultivation of plantations of fast-growing tree and shrubby species – cycle of production of wood of wood and shrubby plants from design and exploration work before wood procurement.

Chapter 2. Procedure for determination of economic effect

3. Determination of economic effect of the budget subsidies in the sphere of forestry is carried out annually, no later than February 25 of the year following reporting authorized body.

4. Authorized body:

1) is performed by monitoring, the analysis and comparison of the data obtained by authorized body from official sources including from local executive bodies of areas, the cities of republican value and the capital in the field of forestry;

2) determine cost efficiency from expense recovery;

3) prepare the conclusion about results of determination of economic effect in each direction of expense recovery.

5. Economic effect of the budget subsidies is determined according to effectiveness ratio by the following directions:

plantatsionny cultivation of fast-growing tree and shrubby species in the industrial and energy purposes;

creation and development of forest nurseries.

6. Expense recovery for bookmark and cultivation of plantations of fast-growing tree and shrubby species is recognized effective if the effectiveness ratio is equal (= 1) or exceeds (>1) amount of the grown-up tree and shrubby species which is calculated by the following formula:

where:

Kef – effectiveness ratio;

KVDKP of the current year – amount of the grown-up tree and shrubby species for current period;

KVDKP of previous year – amount of the grown-up tree and shrubby species for previous period.

7. Expense recovery for creation and development of forest nurseries is recognized effective if the effectiveness ratio is equal (= 1) or exceeds (>1) quantity of the grown-up saplings of tree and shrubby species which is calculated by the following formula:

Kef = Oioktek.goda/Oiokpred.goda,

where:

Kef – effectiveness ratio;

KVSDKP of the current year – quantity of the grown-up saplings of tree and shrubby species for current period;

KVSDKP of previous year – quantity of the grown-up saplings of tree and shrubby species for previous period.

8. Expense recovery for bookmark and cultivation of plantations of fast-growing tree and shrubby species, creation and development of forest nurseries is recognized if the effectiveness ratio is equal (= or exceeds 1) (>1) on indicator "The number of the subjects covered by expense recovery" which is calculated by the following formula:

Kef = KSOV of the current year / KSOV of previous year,

where:

Kef – effectiveness ratio;

KSOV of the current year – the number of the subjects covered by compensation for current period;

KSOV of previous year – the number of the subjects covered by compensation for previous period.

9. Economic effect of expense recovery for bookmark and cultivation of plantations of fast-growing tree and shrubby species, creation and development of forest nurseries is negative if the effectiveness ratio is lower (<1) and positive if the effectiveness ratio is equal (= 1) or exceeds (>1) values.

If the effectiveness ratio is lower (<1), the authorized body based on these local executive bodies directs to the Ministry of Finance of the Republic of Kazakhstan reasons for the reasons of decrease in quantity of the grown-up saplings and tree and shrubby species for the accounting period with supporting documents (information on condition of weather conditions (rainfall, drought), environmental pollution, trouble of ecological situation, emergency situation and natural disasters, offenses from the relevant state bodies).

In case of confirmation of the reasons of decrease in quantity of the grown-up saplings and tree and shrubby species, expense recovery for bookmark and cultivation of plantations of fast-growing tree and shrubby species, creation and development of forest nurseries will be effective.
