1. Enter as special measure in the sphere of economy the right of executive bodies of subjects of the Russian Federation and state organizations of subjects of the Russian Federation (at the expense of means of budgets of subjects of the Russian Federation, except for subventions from the federal budget), local government bodies and municipal public institutions (at the expense of means of local budgets, except for subventions from budgets of subjects of the Russian Federation), budget and autonomous institutions and the unitary enterprises (at the expense of the subsidies provided from budgets of the budget system of the Russian Federation) to conduct procurement of goods, including dual-use goods, unmanned aerial vehicles, means of radio communication, electronics, devices of night vision, thermovision field-glasses and sights, sensors of unmanned aerial vehicles, devices of detection of optical, laser and other systems of targeting, motor transport and auto parts, regimentals, the tourist equipment, medicines and medical products, personal hygiene means, food, building materials and tools processed and the raw forest products, works (services) and (or) to transmit according to provisions of Item 2 of this resolution from property of the subject of the Russian Federation and municipal property to federal property material values, including the specified goods (further - property), and (or) results of the performed works (the rendered services).

2. Determine that purchase of goods, results of works (the rendered services) and (or) cession of property (results of works, the rendered services) for the purpose of realization of measure, the stipulated in Item 1 this resolution, is performed based on the requests directed by the central bodies of military management (other divisions), governing bodies of military districts (Northern Fleet), territorial authorities, including military commissariats authorized by the Ministry of Defence of the Russian Federation, the Ministries of Defence of the Russian Federation, organizations subordinated to the Ministry of Defence of the Russian Federation (further - authorized body of the Ministry of Defence), territorial authorities of the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response, territorial authorities of the Ministry of Internal Affairs of the Russian Federation, military units, divisions (bodies), the organizations of troops of national guard of the Russian Federation and territorial authorities of the Federal Service of the troops of national guard of the Russian Federation, bodies of the Federal Security Service, territorial authorities of Federal Penitentiary Service to authorized executive body of appropriate subject to the Russian Federation (local government body) containing the name and quantity of objects of property and (or) amounts of works (services).

Determine that for the purposes of this resolution of purchase of goods, works, services, performed according to Item 1 of this resolution executive bodies of subjects of the Russian Federation, public institutions and the unitary enterprises of the subject of the Russian Federation, local government bodies, local government offices and municipal unitary enterprises, are considered as purchases for ensuring needs of the subject of the Russian Federation, municipal needs respectively.

4. Determine that the cession of property, including created as a result of performance of works (rendering services), the subject of the Russian Federation and (or) the municipality in federal property for the purpose of realization of measure, the stipulated in Item 1 this resolution, is performed on a grant basis with execution of acts of reception-transmission.

In case of execution of the contract signed for the purpose of realization of measure, the stipulated in Item 1 this resolution with delivery condition of goods to the consignee determined by authorized body of the Ministry of Defence, territorial authority of the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response, territorial authority of the Ministry of Internal Affairs of the Russian Federation, military unit, division (body), the organization of troops of national guard of the Russian Federation and territorial authority of the Federal Service of troops of national guard of the Russian Federation, body of the Federal Security Service, territorial authority of Federal Penitentiary Service, the property right of the Russian Federation to goods arises based on the acts of reception-transmission confirming the fact of receipt of such property by the consignee.

5. When implementing cession of property for the purpose of realization of the measure specified in Item 1 of this resolution provisions of the order of the Government of the Russian Federation of June 13, 2006 No. 374 "About lists of the documents necessary for decision making about cession of property from federal property in property of the subject of the Russian Federation or municipal property, from property of the subject of the Russian Federation in federal property or municipal property, from municipal property in federal property or property of the subject of the Russian Federation" are not applied.
