RESOLUTION OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN

of November 1, 2006 No. 226

About enhancement of the organization and ensuring quality control of construction and operation of highways

(as amended on 08-05-2020)

For the purpose of providing the effective organization and quality control of construction and operation of the highways Cabinet of Ministers decides:

1. Approve:

Job classification on repair and content of highways public according to appendix No. 1;

Regulations on procedure for control of quality and acceptance of the performed works on construction, reconstruction and major repair of highways according to appendix No. 2.

2. To the state committee of the Republic of Uzbekistan on highways together with the State inspectorate for control of quality of road-building works under the Cabinet of Ministers of the Republic of Uzbekistan, Republican road fund under the Cabinet of Ministers of the Republic of Uzbekistan to provide strict execution of requirements of the approved regulating documents.

2-1. Determine that the State committee of the Republic of Uzbekistan on highways no later than March 1 of the current year in coordination with Council for management of Republican road fund under the Cabinet of Ministers:

creates and approves annual programs for major repair of highways public;

approves parameters of running repair of highways public by highways of general use;

approves annual programs for repair of intereconomic rural highways, streets of the cities, city settlements, kishlaks and auls.

3. To impose control over the implementation of this resolution on deputy prime ministers of the Republic of Uzbekistan Azimov R. S. and Hanov N. M.

Job classification on repair and content of highways

I. General provisions

1. This Classification establishes types and structures of works on repair and content of highways public, intereconomic rural highways, streets of the cities, city settlements, kishlaks and auls (further - highways) which are the basis for reasons for the directions of use of means, expense forecasting on repair and content of highways and road constructions on them, and also on the organization of roadwork.

2. Works on repair and content of highways are subdivided into the following types:

a) on repair:

major repair;

running repair;

b) on content:

linear content;

winter content;

gardening.

3. Scopes of work are determined by repair of the highways which are subject to repair in general on their network based on results of technical inspection (diagnostics and assessment) road condition and road constructions taking into account the operating reserve maintenance periods of service of road clothes and coverings.

4. Scopes of work on specific roads and sections of the highways which are subject to this or that type of repair, and terms of their accomplishment are determined by comparison of actual state of highways and road constructions to the established criteria for purpose of the corresponding types of repair.

The required type of repair, structure and scopes of work on repair of each highway and its site are established based on results of technical inspection (diagnostics and assessment) their actual state, engineering researches, testing and inspections in the amount allowing to compare this condition with criteria of purpose of the corresponding type of repair.

5. Repair of the linear buildings and subsidiary constructions, buildings of road service and constructions of production base included in book value of highways and road constructions is made on separate tasks according to the design estimates developed in accordance with the established procedure.

II. Main terms and determinations

6. In this Classification the following terms and determinations are used:

road constructions - the constructions which are structural elements of the highway: artificial features (bridges, overpasses, platforms, pipes, tunnels), protective constructions (snow protection afforestations, noise-protective and wind-shelter devices, devices for protection of roads against avalanches, barkhan sands, collapses, landslides), elements of arrangement of highways (stopping platforms and pavilions for passengers, platforms of rest, special platforms for stop and the parking of cars, the barriers of the I group directing columns, exterior lighting), linear buildings and subsidiary constructions (road and repair Items, the house of remonter, asphalt concrete workshops, cement-concrete workshops, production bases (the building of the repair and operational companies) which are on balance of the road and operational organization) which are on balance of the road and operational organization;

consumer properties of the highway - set of the transport operating characteristics of the highway which are directly equitable to interests of users. Treat consumer properties: speed, continuity, safety and convenience of movement, handling capacity and level of loading by movement, capability to pass cars and road trains with the axial loads permitted for movement on highways, total mass and dimensions, ecological safety, esthetic and other properties;

major repair of highways - complex of repair construction works on recovery with reasonable improvement of the operating characteristics aimed at providing reliability and comfort of highways in case of which recovery and increase in operability of road clothes and covering, subgrade and road constructions are made is performed change of worn-out designs and details or their replacement on stronger, long-lasting and economic, in necessary cases geometrical parameters of the highway (the plan, long edged profile, etc.) taking into account growth of traffic load and axial loads of cars within the regulations corresponding to the category established for the repaired highway without increase in width of subgrade on the main extent of the road increase;

running repair of highways - complex of repair work on recovery with reasonable improvement of the operating characteristics aimed at providing reliability and comfort of certain sites or elements of highways in case of which partial compensation of depreciation of covering, recovery and improvement of its flatness and coupling qualities, elimination of all deformations and damages of road carpet, subgrade, road constructions, elements of situation and arrangement of the highway, the organization and safety control of movement, and also the complex of repair work on maintenance of operating characteristics performed by the prevention and correction of damages of the highway and road constructions, which is carried out during the whole year throughout the highway is made;

linear content of highways - the complex of works on maintenance of serviceable condition of elements of highways and road constructions, and also operational modes of its engineering devices which is carried out during the whole year throughout the highway, complex of works on care of the road, road constructions and right of way, on prevention and elimination of constantly arising small damages, on the organization and safety control of movement, and also on winter content and gardening of the highway;

winter content of highways - the complex of works on maintenance of serviceable condition of elements of highways and road constructions, and also operational modes of their engineering devices which is carried out during the winter period throughout the highway, work and action for protection of the highway during the winter period from snow deposits, drifts and avalanches, to cleaning of snow, the prevention of education and liquidation of winter slipperiness and fight against sleets;

gardening of highways - works on creation of forest plantings and crops of herbs in right of way, necessary for protection against snow and sandy drifts, wind and water erosion, for esthetic registration of the highway, and also work on care of gardening elements;

technical inspection - process which includes control, testing, the analysis and assessment of elements of highways and road constructions for the purpose of clarification of operational qualities, feasibility of repair of highways;

technical inspection of the highway - is carried out seasonally (the spring and autumn periods) by results of which the complete list of the actions connected with the organization of safe movement, increase in transport and operational qualities of the highway and improvement of its geometrical elements and road constructions is developed;

diagnostics of highways - is leading particular in information collection system on condition of highways and includes determination of technical condition in which there is highway during the considered period of time, forecasting of technical condition in which there will be highway after certain period of time, clarification of the prime causes of emergence of these or those defects on highways.

III. Major repair of highways and road constructions

7. Major repair is carried out according to the design estimates developed, passed state examination and approved in accordance with the established procedure and, as a rule, shall be made in a complex on all constructions and elements of the highway throughout the repaired road stretch.

8. The task of major repair consists in complete recovery of depreciation and change of worn-out structural elements and details of the highway, and also increase in transport and operational quality to the level allowing to provide normative requirements to consumer properties during the period before the next major repair in case of traffic load, the corresponding highway, settlement for this category, in case of which increase reconstruction of the highway with transfer in higher category is necessary.

9. Criterion for purpose of major repair is the transport and operational condition of the highway determined by results of technical inspection in case of which durability of road clothes decreased to maximum permissible value or parameters and characteristics of other elements of the highway and road constructions do not meet the increased requirements of movement so that it is impossible or economically inexpedient to bring them into accord with the specified requirements by means of works on content.

It is allowed, in case of the corresponding reasons, carrying out selective major repair of certain sites and elements of the highway, and also road constructions.

Major repair of the highways and road constructions which underwent to destruction as a result of force majeure circumstances (emergency situations of natural and technogenic nature, re-deployment of military forming) is allowed to be carried out according to sheets of defects and executive estimates in accordance with the established procedure.

10. The structure of costs on major repair, except costs for repair work, joins costs on content of the elements of the road and road constructions located on the repaired site during repair which are not included in amount of major repair.

11. The following works belong to major repair of highways and road constructions:

a) on subgrade and drainage system:

correction and improvement of subgrade on certain sites with bringing its geometrical parameters to the regulations corresponding to the category established for the repaired road (mitigation of longitudinal biases, ensuring visibility in the plan and long edged profile, increase in radiuses of vertical and horizontal curves, the device of bends), rectification of certain sections of the highway in limits to 25% of general extent of the repaired highway, reorganization of puchinisty, landslide and landslide sites, the device of the drainages, drying ditches, bank protection and antierosion constructions, fountain wells, the stormwater drainage system isolating the layer and other works providing stability of subgrade;

the device of subgrade and system of drainage system on crossings and adjunctions of highways, and also performance of works on the device of stops, platforms of rest, parking of cars, sidewalks, pedestrian and bicycle lanes, separate moving, congresses, access roads to objects of road repair service and to historical places out of the carriageway of highways;

branch in permanent or temporary use of the lands necessary for ensuring works on major repair;

recultivation of roadside reserves, the liquidated sections of the highways located in zone of works on major repair of the highway;

b) on road clothes:

broadening of road clothes (width no more than one strip) and bringing to the regulations corresponding to category of the repaired highway within roadsides, strengthening (thickening) with correction of longitudinal and cross roughnesses, stacking of the additional leveling layers of the basis and covering;

the device of more committed types of coverings with use of the existing road clothes as the basis, overlapping of worn-out cement-concrete and asphalt pavements, the device again and recovery of borders and strengthening strips at the edges of advanced coverings;

the device of again road clothes in places of correction and reorganization of subgrade, on crossings and adjunctions, turned platforms, on sidewalks, pedestrian and bicycle lanes, separate moving, congresses, access roads to objects of road repair service, on detours of the repaired highways;

c) on artificial features:

reorganization fully or partially, expansion of the carriageway and strengthening of bridges and overpasses with bringing their dimensions and design loads to the regulations corresponding to the technical category established for the repaired highway according to the approved design estimates;

construction of bridges up to 55 pogonometr long;

complete replacement of all or parts of the flying structures or support having deformations or limiting iznosa on new, replacement of elements of bridge cloth with strengthening of plates, reorganization or replacement of water throughput pipes, replacement of plates (flooring) in one or in all stalezhelezobetonny (steel) flying structures, increase in bridge clearance up to the existing class of the crossed obstacle required for (highways, the railroad);

replacement of bed-stones and separate blocks in laying, guniting of surface of support, recovery of part of crossbars and racks, strengthening of separate elements of support, arrangement of support for survey and repair;

replacement or bearing of basic parts with raising of flying structure;

device and recovery of retaining walls, antiavalanche galleries, canopies, device of strengthening and regulatory constructions, recovery or device of protective constructions (traverse, heel, dams, etc.);

the device of additional ventilating adits and mines, and also electric lighting, heating, fire-extinguishing installations of tunnels, the recovery of tunnels providing replacement of lining;

inspection and testing of bridge constructions after their major repair with creation of the passport;

strengthening or replacement of separate bearing components of flying structures or their addition;

d) on linear buildings and subsidiary constructions:

internal re-planning of buildings and carrying out separate types of the repair work which are not exceeding book value of the repaired buildings;

the device of subsidiary buildings and constructions (workshops, garages, warehouses, wells, table, boiler, on-site engineering networks, treatment facilities), barriers of priobjektny improvement within no more than 25% of cost of the existing buildings;
