2. Approve the Procedure of payments of coefficient allowed by foreign carrier and transport drivers, belonging to foreign carrier, violations of the law of the Russian Federation in the field of road transport according to appendix to this order.

3. This order becomes effective since March 1, 2023 and is effective till March 1, 2029.

Calculation of coefficient allowed by foreign carrier and transport drivers, belonging to foreign carrier, violations of the law of the Russian Federation in the field of road transport (further - coefficient) is made based on information on availability or absence at the foreign carrier and transport drivers belonging to foreign carrier, violations of the law of the Russian Federation in the field of motor transportations which are made responsible according to the Russian Federation Code of Administrative Offences (The Russian Federation Code, 2002, No. 1, the Art. 1, of 2022, No. 29, the Art. 5258) (further - violations).

2. The coefficient is calculated by the following formula:

N - the number of the resolutions on the violations allowed by foreign carrier and transport drivers, belonging to this foreign carrier which took legal effect within 365 days preceding decision date about reception of an application about establishment or change of international route of regular transportations;

Р - total quantity of the runs provided to accomplishment by foreign carrier on earlier established international routes of regular transportations within 365 days preceding decision date about reception of an application about establishment or change of international route of regular transportations.

3. For foreign carrier, data on which are absent in the register of international routes of regular transportations, the indicator "R" is accepted equal 365.
