About some questions of implementation of the international motor transportations of loads

Due to the unfriendly and contradicting international law actions of some foreign states directed to introduction of rationing arrangements concerning citizens of the Russian Federation and the Russian legal entities for the purpose of protection of national interests of the Russian Federation and according to the Federal Law of June 4, 2018 "About corrective actions (counteraction) on unfriendly actions of the United States of America and other foreign states" I decide No. 127-FZ:

1. Confer to the Government of the Russian Federation power on establishment of prohibition on implementation of the international motor transportations of loads on the territory of the Russian Federation by the cargo vehicles belonging to the foreign carriers registered in foreign states which entered concerning citizens of the Russian Federation and the Russian legal entities rationing arrangements in the field of the international motor transportations of loads (further - prohibition).

2. To the government of the Russian Federation in case of establishment of prohibition to determine:

a) prohibition effective period;

b) the list of foreign states which entered concerning citizens of the Russian Federation and the Russian legal entities rationing arrangements in the field of the international motor transportations of loads;

c) types of the international motor transportations of loads to which implementation the prohibition extends;

d) conditions of implementation of the international motor transportations of loads in case of which observance will lock it is not applied.

3. The Russian permissions, special permissions, multilateral permissions provided by the Federal Law of July 24, 1998 No. 127-FZ "About the state control of implementation of the international motor transportations and about responsibility for violation of procedure for their accomplishment" in case of their use by foreign carriers for the purpose of implementation of the international motor transportations of loads in defiance of prohibition are considered as invalid.

4. The regulatory legal acts of the Government of the Russian Federation containing mandatory requirements and directed to execution of Item 2 of this Decree become effective in the terms established by such regulatory legal acts.

5. This Decree becomes effective from the date of its official publication.
