About approval of the Procedure for evaluating statements, criteria of estimation and the necessary number of points (assessment) for decision making on provision of grants on creation and development of processing enterprises, forms of the business plan, form of the agreement on provision of grant, and also deadlines of filing of applications and the limiting amount of grants

According to Items 9, 18 and 20 Procedures for the provision of grants on creation or development of processing enterprises approved by the resolution of the Cabinet of Ministers of Ukraine of June 24, 2022 No. 739, order:

1. Approve enclosed:

Procedure for carrying out estimation of statements, criteria of estimation and the necessary number of points (assessment) for decision making about provision of grants on creation or development of processing enterprises;

business plan form;

form of the agreement on provision of grant;

deadlines of filing of applications and limiting amount of grants.

2. To provide to management of development of real production sector submission of this order on state registration in the Ministry of Justice of Ukraine.

3. This order becomes effective from the date of official publication and is applied since July 1, 2022.

4. To impose control of execution of this order on the first deputy of the Minister of Economic Affairs of Ukraine D.I.Kudin.

Procedure for carrying out estimation of statements, criteria of estimation and the necessary number of points (assessment) for decision making about provision of grants on creation or development of processing enterprises

1. This Procedure determines assessment procedure of applications which are submitted by subjects of managing (further - receivers), determines evaluation criteria and the necessary number of points (assessment) for decision making by provision of grants on creation and development of processing enterprises at the expense of means of reserve fund of the government budget according to the "Provision of Grants for Creation or Business Development" program.

2. Estimation of statements of receivers of grants is carried out on permanent basis according to the list of the conclusions on receipt of grant created by "Government Savings Bank of Ukraine" joint-stock company (further - authorized bank).

3. The authorized bank means of the software by means of information sources which are used by it in the activities performs the applicant according to paragraphs the fourth - the twelfth Item 19 of the Procedure for the provision of grants on creation or development of processing enterprises approved by the resolution of the Cabinet of Ministers of Ukraine of June 24, 2022 No. 739, lists of the forbidden and risk types of activity according to RCEAP and estimation of the business plan of the receiver by criteria of estimation according to appendices 1-4 and 6-8 to this Procedure by calculation of number of points (assessment) on the basis of information specified by the receiver in the statement and the business plan created by means of the single state web portal of electronic services of "Action Portal" (further - the Action Portal), and the documents specified in appendix 5 to this Procedure.

4. The authorized bank conducts interview with the receiver for the analysis of business, experience of conducting business activity, the business plan, receipt of document package necessary for implementation of assessment of current status of business, and refining of other details according to the agreement on interaction between Ministry of Economics and authorized bank.

During assessment period the authorized bank has the right to obtain from the receiver information on details of the project, photo and/or video of places of business, confirmation of availability at the receiver of means for implementation of own fee.

During interview the authorized bank has the right to check lack of tax debt of the receiver means of electronic office of the taxpayer.

5. By results of assessment according to Items 3 and 4 of this Procedure the authorized bank creates the list of the conclusions which contains the number of points (assessment) of receivers on receipt of grant.

Unique number of the statement which is created by means of the Action Portal, the name (for legal entities) or surname, name, middle name (in the presence) (for physical persons), code on EGRPOU/registration number of accounting card of the taxpayer or series (in the presence) and passport number (for physical persons which because of the religious beliefs refuse adoption of registration number of accounting card of the taxpayer and notified on it the relevant tax authority), date of filing of application by means of the Action Portal, results of consideration (the number of points (assessment) or the basis for refusal), the size of the grant requested in the statement shall contain list of the conclusions.

6. The Ministry of Economics makes the decision on provision of grants to receivers who gained the greatest cumulative number of points (assessment), within the available limiting amount of grants determined by Ministry of Economics or the decision on refusal in provision of grant to the receiver which are drawn up by the order of Ministry of Economics. The limiting amount of grants increases by the amount of the unused amount of grants within the provided financing on preliminary deadlines of filing of applications. Informs authorized bank by the direction of the copy of the relevant order of Ministry of Economics on the made decision of Ministry of Economics.

In provision of grant of the receiver notifies authorized bank by the direction of the letter on the e-mail address specified in the statement on the made decision on provision or refusal.

The Ministry of Economics transfers funds to authorized bank, and the authorized bank provides maintenance of account transactions of the receiver according to requirements of this Procedure.

1. The financial reporting of the receiver and participants of group of the connected partners (further - GPK) the receiver.

For legal entities:

balance (No. form 1), the report on financial results (No. form 2), balance (No. form the 1st), the report on financial results (No. form the 2nd), balance (ms form No. 1) and the report on financial results (form No. 2 of ms), or the financial reporting constituted on taxonomy of the financial reporting under International Financial Reporting Standards for the companies which apply international accounting standards to conducting financial accounting, for the last accounting year, the last reporting calendar quarter of the current year and similar quarter of previous year of the receiver and participants of GPK of the receiver.
