2. Issue of the third individual license on provision of services of mobile cellular telephone communication of the GSM standard is performed on competitive basis according to the procedure, established by the current legislation.

3. The receiver of the license deposits to account the Ministries of Finance the amount in Moldovan lei, equivalent to 4 million US dollars, in 30-day time from the date of acceptance by the National agency on regulation in the field of telecommunication and information science of the decision on licensing. The remained sum of 4 million US dollars is granted by equal parts within the next 2 years.

4. To the ministry of information development, according to the petition of the National agency on regulation in the field of telecommunication and information science to select the initial packet consisting of 22 channels in band of radio frequencies within 880-915 MHz and 925-960 MHz, to the owner of the third individual license, having reserved possibility of development of services of cellular mobile telephone communication of the GSM standard in the specified band of frequencies, and also in bands of the frequencies of 1710-1785 MHz and 1805-1880 MHz.
