About establishment of the allowance to official pay rate for the admission to the state secret on permanent basis
For the purpose of execution of part (3) Article 6 and part (11) article 29 of the Law No. 355-XVI of December 23, 2005 on wages system in the budget sphere (The official monitor of the Republic of Moldova, 2006, Art. No. 35-38, 148), with subsequent changes and amendments, and according to the Law No. 245-XVI of November 27, 2008 on the state secret (The official monitor of the Republic of Moldova, 2009, Art. No. 45-46, 123), with subsequent changes and amendments, DECIDES: the Government
1. For storage of the state secret relating to the facts, data or documents which became known in connection with execution of service duties, personnel of units with autonomous financing irrespective of type of property and form of business has the right to the monthly allowance at the rate to 10 percent of basic salary, and personnel of budget units (civilian employees), including personnel of office of persons who are taking up responsible state positions has the right to the monthly allowance at the rate to 10 percent of official pay rate.
2. To the president of the Republic of Moldova, and also persons holding responsible state positions in Parliament of the Republic of Moldova, Government office, the State office, Audit Chamber, Service of information and safety, Service of the state protection, the Public courier service, the National center for fight against corruption, Service according to the prevention and anti-money laundering, the Agency of material reserves and in the ministries, the allowance for the admission to the state secret on permanent basis is established in the amount of 20 percent of monthly salaries, and for those who hold these positions in other central and local public authorities and has the admission to the state secret - in the amount of 10 percent of the monthly salaries established in appendices No. 2 and 3 to the Law No. 355-XVI of December 23, 2005.
3. The allowance provided by this resolution is not paid to military personnel, the private and the commanding structure of bodies of national defense, state security and public order.

The list of positions of employees which need to draw up the admission and the specific sizes of allowances to official pay rates are established by the head of public body of budget unit or unit with autonomous financing according to provisions of the Law on the state secret and this resolution.
6. To the staff of structural divisions on protection of the state secret (not having status of the government employee) in addition to the allowance specified in Item 1 of this resolution the allowance to official pay rate for length of service in the specified divisions in the following sizes is established:
from 2 to 5 years - 5%;
5 and more years - 10% of official pay rate.
6-1. The allowance in the amount of 10% of official pay rate is paid for acceptance, registration, storage, issue and reproduction of classified documents to the civilian workers who do not have the status of the government employee of bodies of public management including from bodies of national defense, state security and public order. The list of the civilian workers having the right to this allowance affirms the head of relevant organ.
7. These allowances according to Art. 35 of the Law No. 355-XVI of December 23, 2005 are applied since December 1, 2005.
