About additional measures for acceleration of strategic reforms
In recent years in our country various spheres of the state and society are reformed within what specific measures for enhancement of system of public administration, improvement of business environment, transformation and upgrade of industries of economy, social and economic development of regions, and also liberalizations of foreign trade, tax and financial policy are taken.
At the same time the political and economic situation which is promptly changing now in the world requires realization of efficient reforms in the new directions on ensuring sustainable development of national economy, increase in competitiveness of domestic manufacturers in the foreign markets, to further improvement of living conditions of the population and growth of human capital.
For the purpose of the effective organization of strategy implementation of development of New Uzbekistan for 2022 - 2026, forming and implementation of single approaches in implementation of reforms by means of ensuring their sequence:
1. Create the Agency of strategic development and reforms in case of the President of the Republic of Uzbekistan (further - the Agency) based on the Agency of strategic development of the Republic of Uzbekistan.
2. Determine the main objectives of the Agency:
coordination of system of strategic planning, regulation of project development of documents of strategic planning in the country and their realization;
the organization of studying of the performed reforms, structural transformations and the announced initiatives in the social sphere, economy and the other significant directions in the countries of the FSU and beyond (including performances and speeches of heads of the foreign states), development of offers on their implementation in the conditions of Uzbekistan with the analysis of current status of works in our country, holding forums and other actions for the matters;
development and the organization of implementation of offers on reforming of certain spheres and industries with involvement of domestic and foreign experts;
development on the basis of opinions and offers of the population and subjects of entrepreneurship within open dialogues of offers and initiatives of measures of social and economic development, involvement of unused opportunities in regions, and also the decision of the concerning citizens of problems;
coordination of process of attraction by state bodies and organizations of skilled foreign consultants and experts, including the international financial institutions, foreign government financial organizations and consulting companies, to implementation of structural transformations.

9. Determine that:
the director of the Agency of the status, conditions of material security, medical and transport attendance is equated to the deputy adviser to the President of the Republic of Uzbekistan, appointed to position and dismissed by the President of the Republic of Uzbekistan on representation of the adviser to the President of the Republic of Uzbekistan for strategic development
;deputy directors of the Agency according to the status, material security, conditions of medical and transport attendance are equated to the manager of the sector of Administration of the President of the Republic of Uzbekistan, and also appointed to position and dismissed by the head of Administration of the President of the Republic of Uzbekistan;
the managerial personnel of the Agency is appointed to position and dismissed by the director of the Agency in coordination with the adviser to the President of the Republic of Uzbekistan for strategic development;
the categories of compensation and the sizes of the salary established for employees of Administration of the President of the Republic of Uzbekistan are applied to employees of the Agency.
10. Transfer Fund of support of the Agency of strategic development of the Republic of Uzbekistan to maintaining the Agency and rename it into Fund of support of the Agency of strategic reforms for the President of the Republic of Uzbekistan (further - Fund).
Determine that:
the order is performed by fund in coordination with Administration of the President of the Republic of Uzbekistan;
the procedure for forming and use of fund is determined by the special advisor to the president of the Republic of Uzbekistan.
11. Determine that sources of financing of activities of the Agency are means of the Government budget, fund, extrabudgetary funds of the Agency, income gained from placement of temporary available funds on deposits of commercial banks and also other sources which are not forbidden by the legislation.
12. Determine that the Agency when implementing the tasks has the right on:
creation of project teams (offices) in the directions of reforms, involvement of the consulting organizations, employment of qualified foreign specialists and payment of the salary to them in national or foreign currency;
attraction on contractual basis of specialists of state bodies and organizations, economic associations, representatives of institutes of civil society, employees of research institutions, and also domestic and foreign scientists and specialists to work on carrying out researches and the analysis;
the conclusion of agreements on cooperation with the international financial institutions, the international organizations and experts and other agreements;
request and obtaining at state bodies and the organizations of necessary statistical, analytical and other data;
free access to electronic information systems of state bodies and the organizations, and also integration of these systems with electronic systems of the Agency.
