About additional measures for acceleration of strategic reforms

In recent years in our country various spheres of the state and society are reformed within what specific measures for enhancement of system of public administration, improvement of business environment, transformation and upgrade of industries of economy, social and economic development of regions, and also liberalizations of foreign trade, tax and financial policy are taken.

At the same time the political and economic situation which is promptly changing now in the world requires realization of efficient reforms in the new directions on ensuring sustainable development of national economy, increase in competitiveness of domestic manufacturers in the foreign markets, to further improvement of living conditions of the population and growth of human capital.

For the purpose of the effective organization of strategy implementation of development of New Uzbekistan for 2022 - 2026, forming and implementation of single approaches in implementation of reforms by means of ensuring their sequence:

1. Create the Agency of strategic reforms in case of the President of the Republic of Uzbekistan (further - the Agency) based on the Agency of strategic development of the Republic of Uzbekistan.

2. Determine the main objectives of the Agency:

development of offers on reforming of certain spheres and industries with involvement of domestic and foreign experts, the organization and control of their realization;

efficiency evaluation of reforms with the critical analysis of their realization in spheres and industries, identification of the system problems creating conditions for bureaucracy, red tape and corruption manifestations and taking measures to their elimination;

monitoring of strategy implementation of development of New Uzbekistan and state programs, and also coordination on the basis of this their full and high-quality realization;

system organization of works on involvement of the international financial institutions, foreign organizations and foreign specialists, and also means of free aid, creation of databases of information and reporting under them;

transformation of the companies with participation of the state, in particular creation of reports on the basis of international standards, inclusion in structure of governing bodies of independent members and implementation of monitoring of effectiveness of the works which are carried out on effective use of not industry assets.

3. Form under the chairmanship of the President of the Republic of Uzbekistan Council of the Agency of strategic reforms in case of the President of the Republic of Uzbekistan (further - Council) in structure according to appendix No. 1.

Determine that:

Council approves the priority directions and key parameters of efficiency of activities of the Agency, other decisions connected with its activities and also the offers, "road maps" and programs developed by Agency on realization of the tasks determined by it;

meetings of Council are held under the leadership of the chairman of the board or according to its order - the vice-chairman;

the decisions made at meetings of Council are drawn up by the protocols which are subject to obligatory execution by all state bodies and organizations.

4. Since October 1, 2022 to implement procedure for realization of reforms in spheres and industries, their coordination and assessment of effectiveness according to which the Agency:

a) on reforming and coordination of certain spheres and industries:

annually till October 1 submits in Council for approval the Work plan on the reformed respective spheres and industries the next year;

creates project teams (offices) under the leadership of the employee of the Agency with involvement of domestic and foreign experts, representatives of the relevant ministries and departments (with preserving the salary on principle place of employment);

constitutes the specification according to the deep analysis, assessment of current status and development of offers project teams (offices), develops "road maps" on reforming of the respective spheres and industries with involvement of the consulting organizations;

initiates holding meeting of Council for decision making for conceptual questions of "road maps";

develops or coordinates development and coordination of regulatory legal acts according to "road maps" concerning reforming of spheres and industries, in particular on the questions provided in them;

performs permanent monitoring of execution of the regulatory legal acts adopted concerning reforms takes measures for identification and elimination of the factors interfering realization of reforms;

b) according to realization of reforms by the relevant ministries and departments:

annually till November 1 submits in Council for approval the Work plan of the Agency according to the reforms realized in the respective spheres and industries;

forms expert groups on each sphere and industry with involvement of independent experts and specialists;

quarterly estimates efficiency of implementable reforms and enters in Council information on assessment results with indication of the achieved results, the available shortcomings, problems, and also offers on their elimination;

initiates holding meeting of Council for consideration at its meeting of reports of heads of the ministries and departments on the course of realization of reforms.

5. Determine that:

consultants for development, implementation of "road maps" and assessment of these processes on reforming of spheres and industries are attracted by the Agency or in case of coordination with it;

the responsible ministries and departments for implementation of activities of project teams (offices) and consulting organizations create necessary conditions on a grant basis (the building, the room, technical means, etc.);

implementation of "road maps" on reforming of spheres and industries is performed by directly responsible ministries and departments and their first heads bear responsibility for it;

the responsible ministries and departments monthly provide in the Agency information on the done work on reforming of spheres and industries, and also transformations of the companies with participation of the state for the subsequent entering into Council;

The Ministry of Justice quarterly introduces in the Agency the summary research opinion on strategy implementation of development of New Uzbekistan and state programs.

6. Since October 1, 2022 to implement procedure according to which:

a) attraction to processes of reforming of spheres and industries of the international financial institutions, the foreign organizations and foreign specialists, and also means of free aid is performed in case of coordination with the Agency;

b) complex assessment of programs of reforms, including the countries by the international financial institutions and the missions of the international organizations is carried out together with the Agency;

c) each ministry and department submit in the Agency the official conclusions and reports of the international organizations, financial institutions and experts in week time from the date of their obtaining. At the same time the reports and the conclusions prepared before adoption of this Decree are represented to the Agency till November 1, 2022;
