Some questions of realization of application for acquisition of bonds of internal state loan "War bonds" means of the Single state web portal of electronic services

The Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for acquisition of bonds of internal state loan "War bonds" by means of the Single state web portal of electronic services which is attached.

2. To provide to the ministry of digital transformation:

realization of technical capability on forming and application for acquisition of bonds of internal state loan "War bonds" means of the Single state web portal of electronic services;

processing and transfer of personal data according to the legislation on personal data protection.

Procedure for acquisition of bonds of internal state loan "War bonds" means of the Single state web portal of electronic services

1. This Procedure determines the procedure of filling, forming and submission of the request by citizens of Ukraine who reached 18-year age and to whom registration number of accounting card of the taxpayer is in accordance with the established procedure assigned (further - person), for acquisition of bonds of internal state loan "War bonds" (further - bonds) means of the Single state web portal of electronic services (further - the Action Portal), including with use of mobile application of the Action Portal (Action) (further - the request).

2. Representation by person electronically of the request is performed taking into account conditions of financial institution which has the license for implementation of professional activity in the capital markets - activities for trade in financial instruments (dealer and broker activities), the license for implementation of professional activity in the capital markets - depository activity (depository activity of depository institution) which performs sale of bonds (further - financial institution).

3. It is necessary for person for forming of the request:

install mobile application of the Action Portal (Action) on the electronic medium which criteria support its use and to undergo electronic identification and authentication;

choose in mobile application of the Action Portal (Action) the service "War bonds";

choose financial institution in which person intends to acquire bonds;

open the current account "epodderzhka" for payment of nominal value and interest income for bonds (further - the current account) according to Item 5 of the Procedure for the assistance within the epodderzhka Program approved by the resolution of the Cabinet of Ministers of Ukraine of December 9, 2021 No. 1272 "Some questions of assistance within the epodderzhka Program (The Official Bulletin of Ukraine, 2021, No. 98, of the Art. 6376), and/or to check number of the current account (according to the IBAN standard), information on which is transferred by bank and available in mobile application of the Action Portal (Action).

At the request of person for payment of nominal value and interest income for bonds it can open the current account by means of the Action Portal, including with use of mobile application of the Action Portal (Action).

Opening of the current account, carrying out calculations in money for purchase, bond redemption and payment of the income is performed according to requirements of regulatory legal acts of the National Bank and terms of the contract concluded between bank and person.

4. The request is created by means of the Action Portal, including with use of mobile application of the Action Portal (Action), in the form convenient for perception of its content, and contains list of such data:

1) surname, own name, middle name (in the presence);

2) birth date;

3) series and/or passport number of the citizen of Ukraine, date of issue, the name of the authorized subject which issued the passport, effective period (in the presence);

4) registration number of accounting card of the taxpayer;

5) the address of the declared (registered) residence;

6) information for implementation of communication with person (phone number, the e-mail address);

7) information on bonds (repayment period of bonds, international identification code of security, bond yield, name of financial institution, price of one bond, number of bonds, total cost of bonds);

8) number of the current account (according to the IBAN standard) persons;

9) type of employment of person, the income (information on the ranged income for the last six months which is available in the register at the time of application), the name of the employer, the EGRPOU code of the employer (are transferred to financial institution in case of the first bond purchase).

5. Confirmation of authenticity and/or receipt of the data specified in item 4 of this Procedure is performed with use:

register of insurers or register of insured persons of the State register of obligatory national social insurance;

State register of physical persons taxpayers;

The unified state demographic register through unified information system of the Ministry of Internal Affairs (concerning persons who have the passport of the citizen of Ukraine in the form of card and/or the passport of the citizen of Ukraine for trip abroad, drawn up by means of the Unified state demographic register);

departmental information system GMS through unified information system of the Ministry of Internal Affairs.

The data specified in the request can be also received by electronic information interaction with information and communication systems and public electronic registers of public authorities in accordance with the terms of agreements on interaction.

6. After confirmation by person of the data specified in the request the request is transferred to financial institution with the set qualified electronic seal of the technical administrator of the Action Portal together with the data containing in the e-passport and/or the e-passport for trip abroad of person, means of the Action Portal including with use of mobile application of the Action Portal (Action), according to the Procedure for forming and verification of the e-passport and e-passport for trip abroad, their electronic copies approved by the resolution of the Cabinet of Ministers of Ukraine of August 18, 2021 No. 911 (The Official Bulletin of Ukraine, 2021, No. 71, the Art. 4498).

Processing of personal data of persons who submitted applications is performed according to the legislation on personal data protection.

7. After consideration of the request and verification of information about the personality by financial institution to person the notification means of the Action Portal, including with use of mobile application of the Action Portal (Action), about results of processing of the request by financial institution automatically arrives.

After successful passing of check documents (in particular, the general agreement on provision of investment services, the service agreement of the account in securities, the purchase order of bonds) for bond purchase completion go to the person to the signature.
