About measures for reducing share of informal employment and forming of balance of manpower on the basis of modern approaches

For the purpose of enhancement of procedure for forming of balance of manpower, employment and broad involvement in entrepreneurship of jobless citizens, especially the women and graduates for the first time entering on the labor market and also implementation of new efficient mechanisms of reduction of informal employment:

1. Establish procedure according to which for reduction of unemployment and reducing share of informal employment in makhallyakh:

a) since November 1, 2022 10 types of activity specified in appendix No. 1, are included in the list of types of activity (works, services) in which self-employed persons can be engaged;

b) since January 1, 2023 the minimum amount of the social tax for the physical persons consisting in employment relationships with individual entrepreneurs decreases from 50 percent of the size of basic settlement size a month to one size of basic settlement size a year (except for the physical persons consisting in employment relationships with the individual entrepreneurs performing activities in malls and in the markets);

c) since January 1, 2023 the citizens who are engaged on the personal homestead parcels of land in the types of activity specified in appendix No. 2, and once a year paying the social tax in the amount of at least single size of basic settlement size, join in category officially of occupied population and this period is set off in their working life. At the same time:

the citizens who are engaged in the types of activity specified in appendix No. 2, are allowed to perform payment of the social tax in voluntary procedure irrespective of the area of the homestead parcel of land belonging to them or quantity of the pets who are grown up by them and birds;

accounting of the citizens who are engaged in the types of activity specified in appendix No. 2, is performed by assistants to hokim of areas (cities) concerning development of entrepreneurship, employment of the population and reducing poverty in the makhall (further - assistants to hokim);

d) since November 1, 2022 subsidies for acquisition and the subsequent transfer to owners of garden plots are allocated to the subjects of entrepreneurship which provided employment of owners of the homestead parcels of land by means of cooperation and home work at the expense of the State fund of assistance of employment:

birds (hens, quails, ducks, geese, turkey-cocks), cages for content of bird, forages and medicines;

saplings of grapes and grapevine;

bee families, boxes for bee families and forages;

rabbits, cages for rabbits and forages;

whitebaits of fishes, artificial reservoirs and forages.

At the same time the specified subsidy is allocated based on the recommendation of assistants to hokim from calculation to the 20-fold size of basic settlement size for one owner of the homestead parcel of land.

To the ministry of employment and employment relationships (N. Khusanov) together with the State Tax Committee (Sh. Kudbiyev) and work Agency makhallabay and to development of entrepreneurship (M. Ubaydullayev) in three-months time to introduce to the Cabinet of Ministers the bill on the changes and amendments in the Tax code following from this Item.

2. Permit since January 1, 2023:

to individual entrepreneurs to carry out simple all-construction and repair construction works (concrete, painting, plaster works, laying of brick and tile, punched, joiner's, metalwork and other all-construction works) (further - all-construction works) including for legal entities;

to construction contract organizations to attract on contractual basis of individual entrepreneurs for accomplishment of all-construction works.

Determine that:

to individual entrepreneurs about five workers for accomplishment of all-construction works are allowed to hire;

the subsidy for acquisition of instruments of labor and the equipment is allocated to the individual entrepreneurs who are engaged in accomplishment of all-construction works and hired at least three workers at the expense of means of the State fund of assistance of employment. At the same time the size of subsidy for one worker shall not exceed the 15-fold size of basic settlement size.
