1. Approve the enclosed Methodologies of development of the card of ecological sensitivity for liquidation of oil spills at the sea, internal reservoirs and in safety zone of the Republic of Kazakhstan.

2. To provide to committee of ecological regulation and control of the Ministry of ecology, geology and natural resources of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of ecology, geology and natural resources of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of ecology, geology and natural resources of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of ecology, geology and natural resources of the Republic of Kazakhstan.

4. This order becomes effective from the date of its first official publication and extends to legal relationship arisen since July 1, 2021.

Methodology of development of the card of ecological sensitivity for liquidation of oil spills at the sea, internal reservoirs and in safety zone of the Republic of Kazakhstan

Chapter 1. General provisions

1. This Methodology of development of the card of ecological sensitivity at the sea, internal reservoirs and in safety zone of the Republic of Kazakhstan (further – Methodology) are developed for liquidation of oil spills according to the subitem 3 of Item 12 of article 398 of the Ecological code of the Republic of Kazakhstan determines types of maps and information required for drawing on cards of ecological sensitivity for liquidation of oil spills at the sea, internal reservoirs and in safety zone of the Republic of Kazakhstan.

2. This Methodology is developed for the purpose of assistance in development of cards of ecological sensitivity for liquidation of oil spills at the sea, internal reservoirs and in safety zone of the Republic of Kazakhstan according to Rules of development of the card of ecological sensitivity and decision making by determination of index of sensitivity for liquidation of oil spill at the sea, internal reservoirs and in safety zone of the Republic of Kazakhstan, the approved order of the acting minister of ecology, geology and natural resources of the Republic of Kazakhstan of June 24, 2021 No. 210 (it is registered in the Register of state registration No. regulatory legal acts 23246).

Chapter 2. Types of cards of ecological sensitivity for liquidation of oil spills at the sea, internal reservoirs and in safety zone of the Republic of Kazakhstan

3. In case of designation of the coastline color designation proceeding from sensitivity of the coast which considers the following characteristics is used:

1) coastline type (granularity of soil, bias) on which hit of oil on the coast and/or its deepening in soil ashore, and also its movement depends;

2) security from impact of waves (and tidal energy) which determines time of natural preserving oil on the coastline;

3) general biological productivity and sensitivity.

Color designation provides bystry and simple visual type definition of the coast and its general ecological sensitivity to oil spills. Color designation of sensitivity of the coastline is specified according to appendix 1 to Methodology.

4. In case of designation and mapping of especially protected zones, it is necessary to specify the species living ashore, habitats and natural resources which will suffer from emergency pollution by oil, in particular, the following:

1) the protected zones and habitats of biodiversity which are identified by means of the integrated criterion for evaluation of biodiversity (IBAT) of World center of monitoring of the environment of the United Nations Environment Programme;

2) different types of coastal ecosystems;

3) the types which are under the threat of disappearance brought in the Red List of the World union on conservation and the National Red List.

Symbols for display on the card of sensitive biological resources it is specified in appendix 2 to Methodology.

5. In case of display of biological resources on the card it is necessary to consider seasonality and stages of development of types, that is reproduction, spawning, incubation, migration and so on. From extent of disaggregation of the available information, data on concentration of types will be simple (availability/absence) or more detailed (1 - there is no information, 2-seldom, 3-rather often, 4-v large number and 5-v very large number). The symbols of birds specifying the monthly periods of the greatest sensitivity it is specified in appendix 3 to Methodology. 6. On the card sensitive social and economic objects on categories are displayed:

1) natural, handicraft and commercial fishery, and also fishing settlements;

2) aquaculture;
