About implementation of the pilot project on functioning of the National center of reservation of the state information resources

The Cabinet of Ministers of Ukraine decides:

1. Agree with the offer of the Ministry of digital transformation and Administration of Public service of special communication and information protection on realization within two years from the date of entry into force of this resolution of the pilot project on functioning of the National center of reservation of the state information resources.

2. Approve the Procedure for functioning of the National center of reservation of the state information resources which is applied.

3. Determine that ensuring functioning and development of the National center of reservation of the state information resources is performed by Administration of Public service of special communication and information protection for the account and in the expense limits provided in the Government budget of Ukraine for the corresponding year and also other sources which are not prohibited by the legislation.

4. Determine that creation of the National center of reservation of the state information resources regarding creation of constructions of electronic communications, the electronic communication networks and the information (automated) system necessary for rendering services to them, is performed on the following stages:

creation (creation), ensuring functioning of the main protected data-processing centers (data-centers) intended for processing (storage) of the state electronic information resources;

creation (creation), ensuring functioning and development of the reserve protected data-processing centers (data-centers) intended for processing (storage) of the state electronic information resources;

ensuring functioning and development of the main protected data-processing centers (data-centers) intended for processing (storage) of the state electronic information resources.

5. Administrations of Public service of special communication and information protection:

approve in a month the list of objects of the National center of reservation of the state information resources;

give to three-months time on approval of the Cabinet of Ministers of Ukraine procedure for provision of services of the National center of reservation of the state information resources;

provide development of the National center of reservation of the state information resources during the period of its functioning;

provide development of the National center of reservation of the state information resources during the period of its functioning;

tax till December 31, 2022. To the Cabinet of Ministers and the Office of the National Security and Defense Council of Ukraine the report on implementation of the pilot project on functioning of the National center of reservation of the state information resources, and also offers on introduction of amendments to acts of the legislation by results of its realization.

Procedure for functioning of the National center of reservation of the state information resources

1. This Procedure determines the mechanism of functioning of the National center of reservation of the state information resources.

The national center of reservation of the state information resources (further - the National center) is organized set of the objects created for the purpose of ensuring reliability and uninterruptedness of work of the state information resources, cybernetic protection, storage of the state electronic information resources, backup of information and data of the state electronic information resources of the state bodies, military forming (except Armed Forces and Head department of investigation of the Ministry of Defence) formed according to the laws, the companies, organizations and the organizations.

2. In this Procedure terms are used in such value:

the user - the state bodies, military forming (except armed forces and Head department of investigation of the Ministry of Defence) formed according to the laws, the companies, organizations and the organizations in ownership or the order of which is the state electronic information resources;

objects of the National center - external platforms, buildings, rooms with the installed engineering systems of providing which create general physical space and technological environment for placement of hardware-software complexes, electronic and other means of information processing and provide the set degree of availability (readiness) of the placed equipment in the set operation mode;

backup copy of the state electronic information resources - the copy of information and data of the state electronic information resources intended for recovery of information and data in case of their damage or removal;

cyberprotection service - set of the program technical means allocated for prevention of cyberincidents, identification and protection against cyber attacks, liquidation of their effects, recovery of permanency and reliability of functioning of electronic communications, technological systems.

Other terms are used in the value given in the Laws of Ukraine "About information protection in information communications systems", "About electronic communications", "About Public service of special communication and information protection of Ukraine" and "About the basic principles of ensuring cyber security of Ukraine".

3. Personal data processing in the National center, including their storage, is performed with observance of requirements of the Law of Ukraine "About personal data protection".

4. Information processing in the National center is performed with observance of requirements of the legislation in the field of information protection and cyberprotection.

5. The main objectives of the National center are:

1) providing continuity of work of the state information resources, backup of information and data of the state electronic information resources of the state bodies, military forming (except Armed Forces and Head department of investigation of the Ministry of Defence) formed according to the laws, the companies, organizations and the organizations;

2) ensuring reliable functioning of the server hardware, storage system of data, the active network equipment, architectural technical solutions on reservation and duplication of information systems, constantly working engineering infrastructure; implementation of mandatory control behind statistical data of work on physical protection of objects, management system and monitoring of information systems, complex of organizational actions;
