About approval of Rules of safety of military service in Armed Forces of the Republic of Kazakhstan

1. Approve the enclosed Rules of safety of military service in Armed Forces of the Republic of Kazakhstan.

2. To provide to head department of military police of Armed Forces of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Defence of the Republic of Kazakhstan after its first official publication;

3) the direction of data in Legal department of the Ministry of Defence of the Republic of Kazakhstan on execution of the actions provided by subitems 1) and 2) of this Item within ten calendar days from the date of state registration.

3. Declare invalid the order of the Minister of Defence of December 25, 2020 No. 738 "About approval of Rules of safety of military service in Armed Forces of the Republic of Kazakhstan" (it is registered in the Register of state registration of regulatory legal acts at No. 21952).

4. To impose control of execution of this order on the First Deputy Minister of Defence – the chief of the General Staff of Armed Forces of the Republic of Kazakhstan.

5. Bring this order to officials in the part concerning them.

6. This order becomes effective after ten calendar days after day of its first official publication.

Rules of safety of military service in Armed Forces of the Republic of Kazakhstan

Chapter 1. General provisions

1. These rules of safety of military service in Armed Forces of the Republic of Kazakhstan (further – Rules) determine procedure for safety of military service in Armed Forces of the Republic of Kazakhstan.

2. In these rules the following basic concepts are used:

1) safety of military service – the condition of security of the serviceman provided with complex of the actions excluding harmful and dangerous effects on the military personnel in the course of passing of military service;

2) safety of military service – complex of the actions accepted by bodies of military management, excluding harmful and dangerous effects on the military personnel in the course of passing of military service in Armed Forces of the Republic of Kazakhstan.

3. Safety of military service is ensured in the way:

1) managements of safety of military service;

2) training of the military personnel for fulfillment of requirements of safety of military service in daily activities;

3) organizations of control of condition of work on safety of military service;

4) carrying out analysis of condition of work on safety of military service.

Chapter 2. Management of safety of military service

4. Control of safety of military service in Armed Forces of the Republic of Kazakhstan is exercised by means of purposeful activities of bodies of military management for the prevention of damnification of life and health of the military personnel.

5. Annually till December 25 the forthcoming year commanders (chiefs) of bodies of military management the Plan for safety of military service (further – the Plan) in form according to appendix 1 to these rules is developed and affirms.

The plan is specified in case of change of conditions of daily activities of troops (forces), and also in case of receipt in bodies of military management of new samples of arms, the military and special equipment.

6. In the Plan commanders (chiefs) of bodies of military management determine:

1) the purposes, tasks, action and responsible officials on safety of military service;

2) requirements of safety of military service in case of accomplishment by bodies of military management of both their divisions, and services of actions of daily activities taking into account features of activities of the military personnel.

Chapter 3. Training of the military personnel for fulfillment of requirements of safety of military service in daily activities

7. Training of the military personnel for fulfillment of requirements of safety of military service consists in maintenance of the professional training level of the military personnel providing their security from the harmful and dangerous effects arising during daily activities of bodies of military management.

8. In bodies of military management training of the military personnel for fulfillment of requirements of safety of military service will be organized by commanders (chiefs). Officials of bodies of military management participate in training of the military personnel, proceeding from job responsibilities, and also the tasks set by their commanders (chiefs).

9. Training of the military personnel for fulfillment of requirements of safety is carried out to time of passing of military service for forming of necessary knowledge and skills of accomplishment of the established safety requirements in the conditions of daily activities of troops (forces).

10. Training of the military personnel for fulfillment of requirements of security measures is performed both by means of training within combat training, and during special occupations and actions.

11. Treat special occupations and actions:

1) complex tactical and front occupations on the scale of bodies of military management for observance and providing requirements of security measures in daily activities of troops (forces) – before the winter and summer period of training and similar occupations in divisions and services – before training (trainings) with exit to polygons (to areas of actions), doctrines and other actions connected with movement of troops (forces), performance of works on arms, the military and special equipment and also when training the military personnel for service in daily details;

2) months (decades) on safety of military service.

Chapter 4. Organization of control of condition of work on safety of military service

12. Treats the main directions of control of condition of work on safety of military service:

1) studying of condition of work on safety of military service, work of officials on creation and providing safe conditions of military service in bodies of military management;
