About approval of the Regulations on the automated information system "Sanarip Aimag"

For the purpose of implementation of information system of automation in activities of local government bodies, according to the Law of the Kyrgyz Republic "About electronic control", the Presidential decree of the Kyrgyz Republic "About the announcement of 2019 Year of development of regions and digitalizations of the country" of January 11, 2019 1, articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides No.:

1. Approve Regulations on the automated information system "Sanarip Aimag" (further - AIS "Sanarip Aimag") according to appendix.

2. Determine the State company "Infokom" under the Ministry of digital development of the Kyrgyz Republic by the operator for implementation of technical operation, servicing and development of AIS "Sanarip Aimag".

3. To the Ministry of Finance of the Kyrgyz Republic to provide financial resources on annual support of AIS "Sanarip Aimag" from means of the republican budget and other sources of financing.

4. Under the Cabinet of Ministers of the Kyrgyz Republic annually, no later than April 30 to provide to the state agency on cases of public service and local self-government in authorized state body in the sphere of forecasting and budget implementation information on the amount of financial expenses of maintenance of system according to predesigns of the operator of AIS "Sanarip Aimag".

5. Under the Ministry of digital development of the Kyrgyz Republic to provide to the state company "Infokom" target use of allocated funds according to this resolution.

6. To provide to heads of state bodies updating of data in AIS "Sanarip Aimag" within the powers, and also to carry out work according to requirements of the above-stated Provision.

7. Recommend to local government bodies implementation of activities for collection, storage, processing, search, use, provision of information by means of AIS "Sanarip Aimag", and also to provide updating of data on permanent basis.

8. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

9. This resolution becomes effective from the date of official publication.

Regulations on the automated information system "Sanarip Aimag"

1. General provisions

1. This Provision is developed according to the laws of the Kyrgyz Republic "About electronic control", "About information of personal nature", Regulations on the State agency on the cases of public service and local self-government under the Cabinet of Ministers of the Kyrgyz Republic approved by the resolution of the Cabinet of Ministers of the Kyrgyz Republic of November 15, 2021 No. 258 "About questions of the State agency on cases of public service and local self-government under the Cabinet of Ministers of the Kyrgyz Republic", and other regulatory legal acts of the Kyrgyz Republic regulating field of activity of local government bodies and interdepartmental electronic interaction and determines main objectives, tasks, procedure for forming and functioning, and also the right and obligation of participants of the automated information system "Sanarip Aimag" (further - AIS "Sanarip Aimag").

2. AIS "Sanarip Aimag" represents information system of automation of activities of local government bodies for forming and maintaining modules of AIS "Sanarip Aimag" according to the procedure, established by this Provision for accomplishment by local government bodies of the competence established by the legislation of the Kyrgyz Republic.

3. AIS "Sanarip Aimag" provides interaction of local government bodies among themselves, and also with state bodies through system of interdepartmental electronic interaction.

4. In this Provision the following terms and determinations are used:

1) the administrator of system - the responsible (specialist) of the operator of AIS "Sanarip Aimag" performing monitoring of functioning of information system including at the program (system) level;

2) the owner of AIS "Sanarip Aimag" - the state body of the executive authority performing ensuring single state policy in the sphere of local self-government;

3) the holder (owner) of the massif of personal data of AIS "Sanarip Aimag" - the state body of the executive authority performing ensuring single state policy in the sphere of local self-government to which powers are assigned to determine the purposes, categories of personal data and to control collection, storage, processing and use of personal data according to the Law of the Kyrgyz Republic "About information of personal nature";

4) login - user ID for login of AIS "Sanarip Aimag";

5) modules of AIS "Sanarip Aimag" - the independent parts of AIS or the constituting internal part of AIS having certain appointment and providing the set processing functions autonomous from other software modules having internal structure;

6) unauthorized information access in AIS "Sanarip Aimag" - violation of ex-officio full powers of the employee, access to information closed for public access from persons which do not have permission to access to this information;

7) the operator of AIS "Sanarip Aimag" - the legal entity determined by the owner of AIS "Sanarip Aimag" and performing its integration with the corresponding information systems and databases of state bodies and technical maintenance;

8) the password - the confidential sequence of the symbols known only to the user of system allowing to confirm its compliance of real essence and to get access to system;

9) users of AIS "Sanarip Aimag" - the corresponding local government officer of local government body, the government employee of state body having the corresponding access to AIS "Sanarip Aimag" and responsible for maintaining and updating of data in AIS "Sanarip Aimag" and/or responsible for forming of reports/days off of the forms provided in system, the analysis and data processing;
