1. Determine that concerning medicines which contain small amounts of the drugs, psychotropic substances and their precursors entered in lists II, III and IV of the list of the drugs, psychotropic substances and their precursors which are subject to control in the Russian Federation, No. 681 approved by the order of the Government of the Russian Federation of June 30, 1998 "About approval of the list of the drugs, psychotropic substances and their precursors which are subject to control in the Russian Federation" (further respectively - medicines with small content of drugs, psychotropic substances and their precursors, the list), except for the medicines which are the medicines containing except drugs, psychotropic substances or their precursors other pharmacological active agents, medicines with small content of drugs, psychotropic substances and their precursors being analytical (standard) samples, and also medicines with small content of the drugs, psychotropic substances and their precursors containing in medical products for diagnostics in vitro are applied stipulated by the legislation the Russian Federation about drugs, psychotropic substances and their precursors of control measure, concerning drugs, the psychotropic substances and their precursors containing in the corresponding medicines.

2. Determine that concerning medicines with small content of drugs, the psychotropic substances and their precursors which are the medicines containing except drugs, psychotropic substances or their precursors other pharmacological active agents the following control measures are applied stipulated by the legislation the Russian Federation about drugs, psychotropic substances and their precursors:

will lock transfers in mailings, including international, and also transfers under the guise of the humanitarian assistance, except as specified, when in case of emergency situations the specified medicines go to specific subjects of the Russian Federation according to decisions of the Government of the Russian Federation;

leave to physical persons of the specified medicines intended for medical application, according to the procedure, established by the Ministry of Health of the Russian Federation in coordination with the Ministry of Internal Affairs of the Russian Federation. At the same time leave to physical persons of medicines with small content of codeine or its salts is performed according to the recipe of the health worker.

3. Determine that concerning medicines with small content of drugs, the psychotropic substances and their precursors containing in medical products for diagnostics in vitro are applied such stipulated by the legislation the Russian Federation about drugs, psychotropic substances and their precursors of control measure as will lock transfers in mailings, including international, and also transfers under the guise of the humanitarian assistance, except as specified, when in case of emergency situations the specified medicines go to specific subjects of the Russian Federation according to decisions of the Government of the Russian Federation.

3(1). Determine that concerning medicines with small content of drugs, the psychotropic substances and their precursors which are analytical (standard) samples the following control measures are applied stipulated by the legislation the Russian Federation about drugs, psychotropic substances and their precursors:

production of the specified medicines (except for medicines with small content of the psychotropic substances entered in the list III of the list, and precursors of the drugs and psychotropic substances entered in the list IV of the list) the state unitary enterprises and public institutions;

import (export) of the specified medicines (except for medicines with small content of the psychotropic substances entered in the list III of the list, and precursors of the drugs and psychotropic substances brought in tables II and III of the list IV of the list) the state unitary enterprises and federal state-funded educational institution of the higher education "Lomonosov Moscow State University";

will lock transfers of the specified medicines in mailings, including international, and also transfers under the guise of the humanitarian assistance, except as specified, when in case of emergency situations such medicines go to specific subjects of the Russian Federation according to decisions of the Government of the Russian Federation;

realization (sale, transfer) of the specified medicines (except for medicines with small content of precursors of drugs and psychotropic substances) one legal entity to other legal entity for further use in the scientific, educational purposes and expert activities and in case of medical examination based on the relevant agreement;

import (export) of the specified medicines (except for medicines with small content of precursors of drugs and psychotropic substances) legal entities in the presence of the license granted by the Ministry of Industry and Trade of the Russian Federation according to the procedure, established by the Section II of the Rules of issue of the licenses and import permits and (or) commodity import included in the single inventory to which measures of non-tariff regulation in trade with the third countries are applied, approved by the decision of Council of the Eurasian economic commission of November 24, 2023 No. 125 "About approval of Rules of issue of the licenses and import permits and (or) commodity import included in the single inventory to which measures of non-tariff regulation in trade with the third countries" (are applied to cases of import (export) of the specified medicines containing the drugs or psychotropic substances included in the list I of Section 2.12 of the inventory concerning which the allowing procedure for import to customs area of the Eurasian Economic Union and (or) export from customs area of the Eurasian Economic Union is established (appendix No. 2 to the decision of Board of the Eurasian economic commission of April 21, 2015 No. 30 "About measures of non-tariff regulation");

representation by the legal entities performing import (export) of the specified medicines, reports on amount of the imported (exported) drugs, the psychotropic substances and their precursors containing in the specified medicines, according to the procedure, established by the Government of the Russian Federation.

4. Recognize invalid acts and separate provisions of acts of the Government of the Russian Federation according to the list according to appendix.

5. This resolution becomes effective since September 1, 2022 and is effective till September 1, 2028.
