1. Establish from August 1 to December 31, 2022 (inclusive) the tariff quota on export out of limits of the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union, waste and scrap of ferrous metals (codes of the CN FEA EEU 7204 10 000 0, 7204 30 000 0, 7204 41 100 0, 7204 41 910 0, 7204 41 990 0, 7204 49 100 0, 7204 49 300 0, 7204 49 900 0 and 7204 50 000 0) who are exported according to customs procedure of export in the total volume of 1350000 tons (further respectively - waste and scrap of ferrous metals, the tariff quota).

2. Approve enclosed:

Rules for apportionment between participants of foreign trade activity of the tariff quota concerning waste and scrap of the ferrous metals which are taken out out of limits of the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union according to customs procedure of export (further - Rules);

changes which are made to rates of export customs duties on the goods exported from the Russian Federation out of the limits of customs area of the Eurasian Economic Union approved by the order of the Government of the Russian Federation of November 27, 2021 No. 2068 "About rates of export customs duties on the goods exported from the Russian Federation out of limits of customs area of the Eurasian Economic Union" (The Russian Federation Code, 2021, No. 49, Art. 8255; 2022, No. 14, Art. 2306; No. 23, Art. 3800; No. 27, Art. 4864).

3. To the Federal Customs Service from the date of official publication of this resolution to submit within 3-day term within the Ministry of Industry and Trade of the Russian Federation data of customs statistics on the participants of foreign trade activity who performed from January 1 to December 31, 2021 (inclusive), and also from January 1 to June 30, 2022 (inclusive) export out of limits of the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union, waste and scrap of ferrous metals (further - participants of foreign trade activity), with indication of for each such participant of data on amounts of waste and scrap of the ferrous metals which are taken out by it to these periods through the specific check point through frontier of the Russian Federation.

4. To the Ministry of Industry and Trade of the Russian Federation:

a) distribute between participants of foreign trade activity amount of the tariff quota concerning waste and scrap of ferrous metals according to Rules;

b) perform issue to participants of foreign trade activity of one-time licenses for export from the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union, waste and scrap of ferrous metals within the amount of the tariff quota distributed according to Rules.

5. Realization of the powers established according to this resolution is performed within the number of workers of the corresponding federal executive bodies and assignments of the federal budget provided by it on management and management in the field of the established functions established by the Government of the limiting Russian Federation.

6. This resolution becomes effective from the date of its official publication, except for Item 1 and the paragraph of third Item 2 of this resolution which become effective since August 1, 2022.

2. The amount of the tariff quota is distributed by the Ministry of Industry and Trade of the Russian Federation concerning waste and scrap of the ferrous metals which are taken out out of limits of the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union according to customs procedure of export between the participants of foreign trade activity who were exporting waste and scrap of ferrous metals according to customs procedure of export from January 1 to December 31, 2021 (inclusive), and also from January 1 to June 30, 2022 (inclusive) based on the data of customs statistics provided by the Federal Customs Service according to Item 3 of the order of the Government of the Russian Federation of July 30, 2022 to No. 1358 "About introduction of the tariff quota on export out of limits of the territory of the Russian Federation of waste and scrap of ferrous metals to the states which are not members of the Eurasian Economic Union and modification of rates of the export customs duties on the goods exported from the Russian Federation out of limits of customs area of the Eurasian Economic Union" (further - participants of foreign trade activity).
