About submission of information on incidents

Based on subitem 3.11 of Item 3 of article 4 of the Law of the Republic of Belarus of April 19, 2022 "About payment systems and payment services" and parts one of article 39 of the Bank code of the Republic of Belarus the Board of National Bank of the Republic of Belarus DECIDES: No. 164-Z

1. Determine that:

1.1. obtaining, processing, accumulating and storage of information on committed transactions or attempts of making of unauthorized transfers of money (electronic money), the facts or attempts of fraud in banking sector, and also about violations of safety and information security, including the computer attacks directed to objects of information infrastructure which can lead to cases and (or) attempts of implementation of unauthorized transfers of money (electronic money) (further – incidents) are performed by means of the automated system of processing of incidents of National Bank (further – ASOI) with observance of requirements of the legislation on information, informatization, information security, legislations on personal data;

1.2. types of incidents and the list of information on them are specified in the information technology developed by National Bank containing formats, regulations of representation, methods and terms of information interaction (further – information technology);

1.3. banks, the non-bank credit and financial organizations, "Development Bank of the Republic of Belarus" open joint stock company (further – banks) provide information on incidents, in electronic form in National Bank, according to the formats specified in information technology, one of the following methods as payment service providers:

by means of private office in ASOI;

in the form of text files through system of transfer of financial information or documentary information portal of National Bank;

by means of open interfaces of programming of appendices;

1.4. for provision of access to private office to ASOI banks submit to National Bank the request for connection to private office in ASOI in form according to appendix directed by the letter through system of interdepartmental electronic document management of state bodies.

In case of need changes or removals of the data in private office provided by bank in case of connection to private office to ASOI, the bank reports in National Bank about such changes by the letter through system of interdepartmental electronic document management of state bodies.

Information on incidents through private office in ASOI is submitted banks in the mode 24/7;

1.5. information on incidents in the form of the text files specified in information technology is transferred by banks on the working days to the period from 8:00 till 18:30 through system of transfer of financial information or documentary information portal of National Bank.

In case of information transfer about incidents in the form of text files within one day several files each subsequent file shall contain data from the previous versions of files.

If in information to incident appendices are contained, such incidents are represented only by means of private office to ASOI;

1.6. information on incidents by means of open interfaces of programming of appendices is submitted banks according to information technology;

1.7. information technology goes National Bank to banks through system of interdepartmental electronic document management of state bodies.

2. This resolution becomes effective since November 15, 2022.
