1. Approve enclosed:

Regulations on departmental protection of the organization - the owner of the Unified gas supply system;

changes which are made to acts of the Government of the Russian Federation.

2. Recognize to invalid:

the order of the Government of the Russian Federation of April 30, 2015 No. 431 "About approval of the Regulations on departmental protection of the organization - the owner of the Unified gas supply system" (The Russian Federation Code, 2015, No. 19, the Art. 2835);

Regulations on departmental protection of the organization - the owner of the Unified gas supply system

1. This Provision determines structure of bodies, regulations of number of workers and procedure for the organization of activities of departmental protection of the organization - the owner of the Unified gas supply system (further - departmental protection), including when implementing physical protection of objects of fuel and energy complex, products delivered according to the public contract, and the property necessary for accomplishment of the public contract belonging on the property right of the organization - to the owner of the Unified gas supply system and (or) its subsidiaries (further respectively - objects, products and property), physical protection of objects, products and property with use of technical means of protection, physical protection of products and property in case of their transportation.

2. Departmental protection is created by the organization - the owner of the Unified gas supply system and performs physical protection of objects, products and property.

3. The list of the protected objects affirms the organization - the owner of the Unified gas supply system in coordination with the Federal Service of troops of national guard of the Russian Federation.

4. The main objectives of departmental protection are:

physical protection of the protected objects, products and property from illegal encroachments;

providing on the protected objects of the throughput and inside modes;

the prevention and control of offenses and administrative offenses on the protected objects, and also concerning products and property.

Other tasks can be assigned to departmental protection according to the Federal Laws.

5. Physical protection of the protected objects, products and property, including when implementing the throughput and inside modes, is performed by the following methods:

a) implementation of organizational actions for physical protection of objects, products and property, and also died legal, including administrative and legal, impacts according to the procedure and cases which are established by the legislation of the Russian Federation;

b) direct protection of objects, products and property, including with use of technical means of protection;

c) physical protection of products and property when transporting;

d) protection of objects with use of technical means of protection.

6. Physical protection of objects is performed by officials of departmental protection as a part of job specifications and guard, determined depending on features of the protected objects.

7. Direct protection of objects, products and property with use of technical means of protection is performed by continuous observation of their condition, including by means of connection of objects to Items of centralized observation or to the panel of centralized protection and the direction of groups of reaction.

8. Physical protection of products and property when transporting by road, railway, water or air transport is performed by officials of departmental protection as a part of job specifications which number and type are determined taking into account nature and features of protection of products and property.

9. Departmental protection consists of the governing body of departmental protection entering into structure of the organization of the owner of the Unified gas supply system, and divisions of departmental protection.

10. The governing body of departmental protection performs within the competence and in accordance with the legislation of the Russian Federation function on coordination, control and the common directorship activities of divisions of departmental protection, to forming of the list of the protected objects, the organization of acquisition of office firearms and cartridges to it, obtaining in temporary use in territorial authorities of the Federal Service of troops of national guard of the Russian Federation of separate types and models of military person-portable small arms and cartridges to it, methodical and other ensuring activities of departmental protection, including the activities connected with equipping and operation of technical means of protection of objects.

11. The organization - the owner of the Unified gas supply system approves samples of uniform, official IDs, counters, procedure for professional training of workers of departmental protection and the instruction for ensuring protection of objects, products and property by the protection methods provided by this Provision.

12. Regulations of number of the workers of departmental protection performing direct protection of objects of products and property are determined depending on the characteristic of the protected objects, degree of their equipment by technical means of protection and other factors influencing amount of tasks on their protection against illegal encroachments and constitute from 4,5 to unit 6,5 on one round-the-clock post, and in case of protection of the objects located in the region of the Far North and the areas equated to them, - from 4,5 to unit 7,2 on one round-the-clock post.

13. The rights, obligations and responsibility of workers of departmental protection are determined by the Federal Law "About Departmental Protection".

14. Application by workers of departmental protection of physical force, special means and firearms is performed according to requirements of the Federal Law "About Departmental Protection".
