About functioning of fuel and energy complex during the special period

This Law determines legal and organizational basis of functioning of fuel and energy complex during the special period.

Section I. General provisions

Article 1. Law coverage

This Law governs the relations arising in connection with production, transfer, delivery and use of energy carriers during the special period by the companies, organizations and the organizations of fuel and energy complex irrespective of pattern of ownership and their government relations, the Armed Forces of Ukraine and other military forming formed according to the laws of Ukraine, local government bodies, governing bodies of single system of civil protection, and also the companies, organizations and the organizations of industries of national economy which come with introduction of the special period.

Article 2. The legislation on functioning of fuel and energy complex during the special period

Article 3. The companies, organizations and the organizations of fuel and energy complex during the special period

During the special period the companies, organizations and the organizations of electrical power, nuclear and industrial, coal and industrial and oil and gas complexes irrespective of pattern of ownership are part of fuel and energy complex.

Article 4. The main objectives of the companies, organizations and organizations of fuel and energy complex during the special period

The main objectives of the companies, organizations and organizations of fuel and energy complex during the special period are:

production according to mobilization tasks (orders) for the special period of electrical and heat energy, products of oil refining and gas, the equipment, components, coal production, peat, oil and gas, delivery and oil transportation, gas and products of their conversion, transfer (delivery) of electrical and heat energy for requirements of the Armed Forces of Ukraine and other military forming formed according to the laws of Ukraine, the companies, organizations and the organizations, and also the population;

content in proper condition objects of fuel and energy complex and the equipment intended for their servicing according to requirements of the legislation existing during the special period;

ensuring technical cover and recovery of the major objects of complex;

strengthening of safety, protection and defense of its objects;

creation of premises for minimization of threats for the population living in close proximity to objects of fuel and energy complex which have strategic importance.

Article 5. Work planning of the companies, organizations and organizations of fuel and energy complex during the special period

Work planning of the companies, organizations and organizations of fuel and energy complex during the special period is performed in peace time by the central executive body, providing forming of state policy in fuel and energy complex according to mobilization tasks (orders) which are established by the Cabinet of Ministers of Ukraine, in interaction with central and local executive bodies proceeding from needs of the state.

Delivery of products of the companies of fuel and energy complex to the special period is performed in such sequence:

public authorities;

The Armed Forces of Ukraine and other military forming formed according to the laws of Ukraine law enforcement agencies and bodies and divisions of civil protection;

the suppliers of electronic communication networks and/or services providing communication for requirements of the state system of government communication, national system of confidential communication;

the companies which are carrying out mobilization tasks (orders) on creation, production, repair and delivery of arms, ammunition, military equipment, special components;

the companies which are carrying out mobilization tasks (orders) on creation, production and delivery of material means;

the health care institutions which are carrying out mobilization tasks (orders);

companies of air, water, road and rail transport;

local government bodies;

the companies, organizations and the organizations providing life activity of the population;

other objects relating to the corresponding groups on civil defense.

Section III. Preparation of fuel and energy complex for functioning during the special period

Article 6. Implementation of preparation of the companies, organizations and organizations of fuel and energy complex for stable functioning during the special period

Preparation of the companies, organizations and organizations of fuel and energy complex for stable functioning during the special period is performed in peace time according to mobilization plans, and also long-term and annual programs of mobilization preparation of the industries of national economy connected with:

production of electrical and heat energy, products of oil refining and gas, equipment, components, coal production, peat, oil and gas, delivery and oil transportation, gas and products of their conversion, transfer (delivery) of electrical and heat energy;

implementation of rational schemes of production and management;

development of communications and infrastructures.

The central executive body providing forming of state policy in fuel and energy complex performs coordination and methodical providing actions concerning preparation of the companies, organizations and organizations of complex for stable functioning during the special period.

Article 7. The main measures concerning implementation of preparation of the companies, organizations and organizations of fuel and energy complex for stable functioning during the special period

For the purpose of preparation of the companies, organizations and organizations of fuel and energy complex for stable functioning during the special period organizational, technical and special events are performed.

The main organizational actions are:

development by the central executive body, providing forming of state policy in fuel and energy complex of the mobilization work plan of the companies, organizations and organizations for the special period;

advance creation of management system fuel and energy complex during the special period with use of city and suburban control centers;

rational placement of objects of fuel and energy complex within the territory of Ukraine;

creation of premises for minimization of threats for the population living in close proximity to the objects of fuel and energy complex having strategic importance;

organization of protection and defense of objects of fuel and energy complex;

development of comprehensive programs of development of fuel and energy complex taking into account features of its functioning during the special period;

creation, storage and refreshening (updating) of inventories of material values state, including mobilization, reserve;
