1. Approve enclosed:

Rules of development of the material safety data sheet of potentially dangerous object;

form of the material safety data sheet of potentially dangerous object.

2. Realization of the powers provided by this resolution is performed by federal executive bodies within the established number of staff, and also budgetary appropriations provided to these federal executive bodies by the Federal Law on the federal budget for the corresponding financial year and planning period on management and management in the sphere of the established functions.

3. This resolution becomes effective since September 1, 2023 and is effective till August 31, 2029 inclusive.

Rules of development of the material safety data sheet of potentially dangerous object

1. These rules establish procedure for development of the material safety data sheet of potentially dangerous object (further - the material safety data sheet).

2. The material safety data sheet is developed for the solution of the following tasks:

a) information support of activities of governing bodies of Universal State System of Prevention and Response to ES of natural and technogenic nature;

b) ensuring planning of actions for the prevention and liquidation of emergency situations on potentially dangerous object.

3. The material safety data sheet are developed for the objects carried to potentially dangerous objects based on criteria of reference of objects of all patterns of ownership to potentially dangerous objects approved by the regulatory legal acts adopted according to the order of the Government of the Russian Federation of August 14, 2020 No. 1226 "About approval of Rules of development of criteria of reference of objects of all patterns of ownership to potentially dangerous objects".

4. The physical persons (individual entrepreneurs) and legal entities irrespective of their form of business performing activities in the territory of the Russian Federation, operating potentially dangerous objects (further - the organization operating potentially dangerous object), till December 1, 2023 will organize development and approval of material safety data sheets according to these rules.

5. Development of the material safety data sheet is performed according to the form approved by the order of the Government of the Russian Federation of July 14, 2022 No. 1265 "About approval of Rules of development and form of the material safety data sheet of potentially dangerous object". The material safety data sheet is drawn up on paper in 2 copies.

If the organization operating potentially dangerous objects operates 2 and more potentially dangerous object, being the integral technological parts, placed in the isolated territory (water area) or in the adjacent territories between which distance makes less than 500 meters, the organization operating potentially dangerous objects having the right to develop for them the single material safety data sheet.

6. The material safety data sheet is not developed in case of reference of potentially dangerous object at the same time to crucial object based on the criteria approved according to the order of the Government of the Russian Federation of August 14, 2020 No. 1225 "About approval of Rules of development of criteria of reference of objects of all patterns of ownership to crucial objects".

7. Development and execution of the material safety data sheet are performed with observance of requirements of the legislation of the Russian Federation on information, information technologies and about information security, and also legislations of the Russian Federation on the state and trade secret.

8. The material safety data sheet affirms the head (deputy manager) of the organization operating potentially dangerous object or the head of separate division of the legal entity (as the cases provided by regulations on such separate divisions). After approval the material safety data sheet is subject to registration and accounting in head department of the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response on the subject of the Russian Federation (in the location of potentially dangerous object) and to the subsequent placement in the database of body of daily management of Universal State System of Prevention and Response to ES of federal and regional levels, except for material safety data sheets for potentially dangerous objects which owners are the Ministry of Defence of the Russian Federation, the Directorial Board for the Special Programs of the President of the Russian Federation or the organizations concerning which the specified federal executive bodies perform coordination and regulation of activities in the corresponding industry (the management sphere).

9. The organization operating potentially dangerous object within 10 working days from approval date of the material safety data sheet sends both copies of the material safety data sheet to head department of the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response on the subject of the Russian Federation (in the location of potentially dangerous object) for registration.

10. The term of registration of the material safety data sheet shall not exceed 15 working days from the date of its receipt of the Ministry of the Russian Federation by head department for civil defense, to emergency situations and natural disaster response on the subject of the Russian Federation (in the location of potentially dangerous object).

After registration of the material safety data sheet its 1st copy goes to the organization operating potentially dangerous object, the 2nd copy is stored in head department of the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response on the subject of the Russian Federation (in the location of potentially dangerous object).

11. The material safety data sheet in the part concerning potentially dangerous objects which owners are the Ministry of Defence of the Russian Federation and the Directorial Board for the Special Programs of the President of the Russian Federation or the organizations concerning which the specified federal executive bodies perform coordination and regulation of activities in the corresponding industry (the management sphere) are subject to registration and accounting in the corresponding federal executive body.
