1. Approve the enclosed Rules of designing on establishment and change of borders of administrative and territorial units.

2. To provide to management committee with land resources of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of designing on establishment and change of borders of administrative and territorial units

Chapter 1. General provisions

1. These rules of designing on establishment and change of borders of administrative and territorial units (further – Rules) are developed according to subitem 4-1) of Item 1 of Article 14 of the Land code of the Republic of Kazakhstan (further – the Code) and determine procedure for designing by establishment and change of borders of administrative and territorial units.

2. In these rules the following basic concepts are used:

1) The Government for Citizens State corporation (further – the State corporation) – the legal entity created according to the decision of the Government of the Republic of Kazakhstan for rendering the state services, services in issue of specifications on connection to networks of subjects of natural monopolies and services of subjects of the quasi-public sector according to the legislation of the Republic of Kazakhstan, the organization of work on reception of applications on rendering the state services, services in issue of specifications on the connection to networks of subjects of natural monopolies, services of subjects of the quasi-public sector and issue of their results to uslugopoluchatel by the principle of "one window", and also ensuring rendering the state services electronically performing state registration of the rights to real estate in the place of its stay;

2) administrative and territorial unit (further – ATE) – the village, the settlement, the rural district, the area in the city, the city, the area, the area;

3. Establishment on the area of borders of ATE according to the subitem 4) of Item 3 of article 149 of the Code is provided with work on land management and performed in the single state system of coordinates installed by the order of the Government of the Republic of Kazakhstan of December 28, 2002 No. 1403 "About establishment of single state systems of coordinates, heights, gravimetric and satellite measurements, and also large-scale number of the state topographic maps and plans".

4. The land management which is carried out in case of establishment and change on the area of borders of ATE includes the following stages:

1) initiation of production of land management action;

2) preparatory work;

3) project development on establishment and change of borders of ATE;

4) consideration, coordination and approval of the project on establishment and change of borders of ATE;

5) execution of the project on establishment and change of borders of ATE.
