About approval of the Concept of the Unified information system "Compulsory medical insurance"
Based on articles 16 and 22 of the Law No. 467/2003 on informatization and the state information resources (The official monitor of the Republic of Moldova, 2004, Art. No. 6-12, 44), with subsequent changes, DECIDES: the Government
1. Approve the Concept of the Unified information system "Compulsory medical insurance" (is applied).
2. Provide to national medical insurance company creation, administration, servicing and development of the Unified information system "Compulsory medical insurance".
3. National medical insurance company before implementation of the Unified information system "Compulsory medical insurance" to develop and submit to the Government for approval the draft of the resolution on approval of the Regulations on the information resource created by the Unified information system "Compulsory medical insurance".
4. To enable the realization of provisions of this resolution by financial means of funds of compulsory medical insurance.

1. The concept of the Unified information system "Compulsory medical insurance" (further - the Concept) provides creation of single base of the unified and systematized data on management of system of compulsory medical insurance of the Republic of Moldova.
2. This Concept determines the purpose, tasks and the main functions of the Unified information system "Compulsory medical insurance" (further - EIS compulsory health insurance), and also establishes registrars and suppliers of data for EIS compulsory health insurance, information objects and the main methods of their entering into EIS compulsory health insurance, interaction with other information systems for the purpose of implementation of cooperation and data exchange.
3. EIS compulsory health insurance represents set of information resources and technologies, technical and software and methodologies, connected among themselves and intended for ensuring accounting and provision to all concerned parties of information on the sphere of compulsory medical insurance. EIS compulsory health insurance creates the effective mechanism for management in the field of compulsory medical insurance by digitization of processes of National medical insurance company (further - NMSK).
4. EIS compulsory health insurance belongs to "the automated accounting of resources of social protection, health care, education, science and culture" segment as a part of the state information systems.

5. The main objectives of EIS compulsory health insurance are:
1) ensuring transparency of control and fund management of compulsory medical insurance;
2) accounting of insured and uninsured persons;
3) accounting of persons staying on the registry at the family doctor;
4) accounting of the paid fees of compulsory medical insurance;
5) accounting of suppliers of medical and pharmaceutical services;
6) accounting and the reporting on recipes on the compensated drugs and medical products;
7) accounting and the reporting of suppliers of medical services on amounts of the medical care provided to the faces included in system of compulsory medical insurance;
