About ensuring execution of the Law of the Azerbaijan Republic "About hydrometeorological activities"

For the purpose of ensuring execution of the Law of the Azerbaijan Republic "About hydrometeorological activities" I decide:

1. Approve Regulations on the state supervision of hydrometeorological activities in the Azerbaijan Republic it (is applied).

2. Determine that the observations and data belonging to the category of the limited information provided in part four of article 10 of the Law of the Azerbaijan Republic "About hydrometeorological activities" are conducted and prepare the following bodies:

on ozonometric observations - the Ministry of Ecology and Natural Resources of the Azerbaijan Republic;

on meteorological radar observations - the Ministry of Ecology and Natural Resources of the Azerbaijan Republic;

on observations of radiation background - the Ministry of Ecology and Natural Resources of the Azerbaijan Republic, the Ministry of Health;

on observations of monitoring of background condition of the environment - the Ministry of Ecology and Natural Resources of the Azerbaijan Republic;

on the observations made by space means of condition of water resources, crops and environmental pollution - the Ministry of Ecology and Natural Resources of the Azerbaijan Republic, National aerospace agency;

on observations of active impact on atmospheric protsessyministerstvo of ecology and natural resources of the Azerbaijan Republic;

according to primary data of hydrometeorological observations and monitoring of the environment - the Ministry of Ecology and Natural Resources of the Azerbaijan Republic;

by data about technical means on meteorological radar-location and active impact on atmospheric protsessyministerstvo of ecology and natural resources of the Azerbaijan Republic;

according to aerological data - the Ministry of Ecology and Natural Resources of the Azerbaijan Republic;

according to environment radioactivity - the Ministry of Ecology and Natural Resources of the Azerbaijan Republic;

according to pollution of surface water, the Caspian Sea, soil cover, atmospheric air and rainfall - the Ministry of Ecology and Natural Resources of the Azerbaijan Republic; The Ministry of Health, in part maintaining the state land cadastre - the State committee on property questions, Open joint stock company of melioration and water economy of Azerbaijan.

Regulations on the state supervision of hydrometeorological activities in the Azerbaijan Republic

1. This Provision regulates the state supervision of hydrometeorological activities (further - the state supervision) in the Azerbaijan Republic.

2. The state supervision is exercised by the Ministry of Ecology and Natural Resources of the Azerbaijan Republic.

3. The state supervision is exercised based on the Constitution of the Azerbaijan Republic, the laws of the Azerbaijan Republic, decrees and orders of the President of the Azerbaijan Republic, resolutions and orders of the Cabinet of Ministers of the Azerbaijan Republic, international agreements in the field of hydrometeorology which the Azerbaijan Republic, and this provision joined.

4. The directions of the state supervision are:

supervision of observance of the corresponding rules and normative and technical documents by the physical persons and legal entities irrespective of form of their property which are engaged in stipulated by the legislation procedure for the Azerbaijan Republic in hydrometeorological activities;

creation, development of scientific and technical base in hydrometeorology and monitoring of the environment, conducting observations and researches, creation and continuous development of national hydrometeorological system in the field of collection, the analysis, storages and uses of data;

data recording on hydrometeorology and monitoring of the environment, accounting of networks of observation, coordination, development and protection of their activities;

use and protection of the state fund of data of the Azerbaijan Republic on hydrometeorology and monitoring of the environment;

implementation of the relevant activities for elimination of impact of anthropogenous activities on hydrometeorological processes, climate, the environment, its effects;

carrying out meteorological, agrometeorological, aviameteorological, aerological, hydrological, sea hydrological observations and making forecasts;

conducting background observations on monitoring of pollution of the atmosphere, surface water;

preparation of warnings of the dangerous and especially dangerous hydrometeorological events (mudflows, strong winds, hurricanes, floodings of coast, snow drifts, hard frosts, etc.) doing harm to the population and the national economy and able to entail accidents, and distribution of data on the expected results;

studying of agrometeorological features of plants and pastures of agricultural industry, ensuring their complete protection and the organization and carrying out other work types on active impact on atmospheric processes;

providing areas in which there were natural disasters, industrial accidents and in which recovery and rescue operations, are conducted by hydrometeorological data;

accomplishment of the functions following from the state water inventory on distribution of land waters;

hydrometeorological providing civil and military aviation, and also other spheres of the national economy;

examination of construction projects and reorganization, schemes of placement of productive forces and important objects of the national economy according to regulations and rules by methods of calculation of hydrometeorological features and extent of environmental pollution;

carrying out metrological testing of meteorological, hydrological, oceanologic, agrometeorological measuring devices, equipment and constructions.

5. Powers of the Ministry of Ecology and Natural Resources of the Azerbaijan Republic in the field of the state supervision:

check activities of the physical persons and legal entities occupied with types of hydrometeorological activities, exercise supervision of observance of the corresponding rules, regulatory legal acts;

perform methodical management over the made hydrometeorological observations prepared by data and forecasts in connection with the choice, accounting, storage and increase in documents of the state fund of data;

exercise supervision over transfer to the state fund of data of the Azerbaijan Republic of the materials prepared based on data on hydrometeorology and monitoring of the environment over use of these materials, transfer to their other persons, copying and protection;
