Based on part (1) Article 18 and Items c) and d) article 22 of the Law No. 467/2003 on informatization and the state information resources (The official monitor of the Republic of Moldova, 2004, 6-12, Art. 44), with subsequent changes, DECIDES: the Government

1. Approve the Concept of the Portal of local public authority of the Republic of Moldova (e-APL) it (is applied).

2. Appoint public organization "Agency of Electronic Control" as the owner and the holder of the Portal of local public authority of the Republic of Moldova (e-APL).

3. Provide to public organization "Agency of Electronic Control" implementation and constant development of the Portal of local public authority of the Republic of Moldova (e-APL).

Concept of the Portal of local public authority of the Republic of Moldova (e-APL)

Chapter I Introduction

Local public authority (further - MPU) is provided by the bodies of local public authority performing the activities according to the law for the purpose of promotion of common interests of inhabitants of administrative and territorial units. MPU performs wide range of the obligations connected with provision to citizens of high-quality public services and also with management of other types of activity important for local authority.

Development of information technologies and acceleration of process of digital transformation in the public sector of the Republic of Moldova establish new standards for improvement of access to public services and promote implementation and adaptation of digital decisions for the purpose of effective response to current demands of MPU.

Now most MPU face lack of digital tools which would help them to cope with new challenges. Ensuring bystry access to the data containing in the state information resources, and use of the government services provided by means of platforms can significantly promote rationalization of activities of MPU, optimization of working processes and, as a result, to provision of high-quality and timely public services.

The government maintains need of expansion of process of digital transformation at the local level. With respect thereto it is reasonable to implement the digital platform intended for MPU by means of which bodies of the central public management will provide important digital resources for effective management of activities at the local level. Also this platform will provide integration of the existing government services: the digital signature, electronic payments, check of representative powers etc., and also simplification of digital interaction with citizens and business environment.

The concept of the Portal of local public authority of the Republic of Moldova (e-APL) (further - the Concept) establishes the main organizational, methodological and technological aspects according to which it is conceived and the idea of creation of the high-productive information decision which for the purpose of accomplishment of obligations in functional space of MPU will provide information support of the subjects participating in operating processes by data from various external sources will be realized.

Chapter II General provisions
