1. Reorganize Committee on quality assurance in education and sciences of the Ministry of Education and Science of the Republic of Kazakhstan by its separation into Committee on quality assurance in the sphere of science and the higher education of the Ministry of science and the higher education of the Republic of Kazakhstan and Committee on quality assurance in education of the Ministry of Public Education of the Republic of Kazakhstan.
2. Rename:
1) Committee on protection of the rights of children of the Ministry of Education and Science of the Republic of Kazakhstan in Committee on protection of the rights of children of the Ministry of Public Education of the Republic of Kazakhstan;
2) Committee of preschool and secondary education of the Ministry of Education and Science of the Republic of Kazakhstan in Committee of secondary education of the Ministry of Public Education of the Republic of Kazakhstan.
3. Approve enclosed:
1) Regulations on the Ministry of Public Education of the Republic of Kazakhstan;
4. Recognize invalid some decisions of the Government of the Republic of Kazakhstan according to appendix 1 to this resolution.
5. This resolution becomes effective from the date of its signing.

1. The Ministry of Public Education of the Republic of Kazakhstan (further – the Ministry) is the state body performing management in spheres: preschool, secondary, technical and professional, postsecondary education, additional education and protection of the rights of children and quality assurance in the sphere of preschool, secondary, technical and professional, postsecondary education.
2. The ministry has departments:
1) Committee on quality assurance in education of the Ministry of Public Education of the Republic of Kazakhstan;
2) Committee on protection of the rights of children of the Ministry of Public Education of the Republic of Kazakhstan;
3) Committee of secondary education of the Ministry of Public Education of the Republic of Kazakhstan.
3. The ministry performs the activities according to the Constitution and the laws of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan, other regulatory legal acts, and also this Provision.
4. The ministry is legal entity in form of business of public institution, has symbols and distinctions (in case of their availability), seals with the image of the State Emblem of the Republic of Kazakhstan and stamps with the name in Kazakh, forms of the established sample, accounts in bodies of treasury according to the legislation of the Republic of Kazakhstan.
5. The ministry enters the civil relations from own name.
6. The ministry has the right to act as the party of the civil relations on behalf of the state if it is authorized on it according to the legislation.
7. The ministry of questions of the competence of the procedure established by the legislation makes the decisions which are drawn up by orders of the head of the Ministry and other acts, stipulated by the legislation the Republic of Kazakhstan.

2) creation of necessary conditions for education at all levels, except for the higher and postgraduate education;
3) ensuring protection of the rights and legitimate interests of children.
14. Powers:
1) rights:
request and receive in the procedure established by the legislation from state bodies, the organizations, their officials necessary information and materials;
make explanations and comments on application of the current legislation on the questions entering competence of the Ministry;
perform advanced training and retrainings of staff of the Ministry;
encourage workers, impose authority punishments, bring workers to financial responsibility in the cases and procedure provided by the Labor code and the legislation on public service;
participate in limits of competence of project development of regulatory legal acts and international treaties of the Republic of Kazakhstan;
participate in activities of the international organizations in the field of activity carried to competence of the Ministry;
give instructions, obligatory for execution, to territorial subdivisions of departments;
consider cases on administrative offenses, constitute on them the protocol and impose administrative punishments according to the procedure, stipulated by the legislation the Republic of Kazakhstan about administrative offenses;
take a legal action, make claims for the purpose of protection of the rights and interests of the Ministry according to the legislation of the Republic of Kazakhstan;
perform other rights provided by the existing legal acts;
2) obligations:
consider appeals, applications and claims of physical persons and legal entities on the questions entering competence of the Ministry, according to the procedure, established by the legislation of the Republic of Kazakhstan;
interact with other state bodies, the international organizations, participants of the foreign economic and other activity according to the procedure, determined by legal acts of the Republic of Kazakhstan, and also based on joint acts of the relevant state bodies, in coordination with them;
perform other obligations according to the legislation of the Republic of Kazakhstan.
1) ensuring compliance with constitutional rights and freedoms of citizens in the field of education;
2) implementation of coordination and methodical management of local executive bodies;
2-1) forming and realization of single state policy in the fields of education, implementation of cross-industry coordination, development and implementation of the international programs in the field of preschool, secondary, technical and professional, postsecondary education, additional education;
3) quality management implementation, methodical and methodological quality assurance of the educational services provided by the organizations of education in the field of preschool education and training, secondary, technical and professional, postsecondary education, additional education;
4) development and approval of the state obligatory standards of all education levels, except for the higher and postgraduate education;
5) realization of the state youth policy;
6) development and approval of standard training programs of cycle or the module of general education disciplines for the organizations of technical and professional, postsecondary education;
7) implementation of international cooperation in the field of preschool education and training, initial, main, general secondary, technical and professional, postsecondary, additional education, protection of the rights of children and ensuring development of international cooperation in the sphere of provision of special social services;
8) implementation of interaction and cooperation with the youth organizations for education;
9) implementation of forming, monitoring of realization and assessment of results of the state social order according to the procedure, determined by authorized body in the sphere of interaction with non-governmental organizations;
10) realization of state policy in the field of protection of the rights of children;
11) negotiation with foreign partners and signing within the competence of international treaties (agreements) and programs in preschool, secondary, technical and professional, postsecondary education, establishment of rules of the organization of the international cooperation performed by the organizations of education and coordination of this work;
12) development and approval of standard curricula and standard training programs of levels of preschool education and training, primary, main secondary and general secondary education;
13) coordination with authorized body in the sphere of criminal and executive activities of rules of the organization of receipt of initial, main average, general secondary, technical and professional education by convicts to imprisonment;
13-1) coordination with authorized body in the field of health care of the list of diseases in the presence of which person cannot accept the child on education;
14) realization of single state policy in the field of preschool education and training, initial, main, general secondary, technical and professional, postsecondary and additional education, implementation of cross-industry coordination, development and implementation of the international programs of preschool education and training, initial, main, general secondary, technical and professional, postsecondary and additional education;
15) providing with the objective information society and the state about condition of system of preschool, secondary, technical and professional, postsecondary education, additional education and efficiency of its activities by preparation and publication of the annual national report on condition of development of preschool, secondary, technical and professional, postsecondary education, additional education;
16) implementation of educational monitoring and information support of management system education, approval of rules of the organization and functioning of objects of informatization in the field of preschool, secondary, technical and professional, postsecondary education, additional education;
17) development and approval of standard curricula and educational programs of children's music schools, children's art schools and children's schools of arts;
18) development and approval of standard Regulations of Admission to training in the organizations of education realizing programs of preschool education and training, general education training programs of primary, main secondary, general secondary education, educational programs of technical and professional, postsecondary education;
19) approval of standard rules of organization activity of preschool, secondary, technical and professional, postsecondary education, additional education of the corresponding types and types;
20) approval of rules of psychology and pedagogical maintenance in the organizations of preschool, secondary, technical and professional, postsecondary education, additional education;
21) development and approval of rules of assessment of special educational needs;
