About introduction of temporary ban on export from the Russian Federation of waste and scrap of the precious metals or metals plated by precious metals, the other waste and scrap containing precious metal or compounds of the precious metals used mainly for extraction of precious metals

 According to Articles 29 and 47, appendix No. 7 to the Agreement on the Eurasian Economic Union of May 29, 2014, Item 1 of part 2 of article 21 of the Federal law "About Bases of State Regulation of Foreign Trade Activity" and for the purpose of ensuring economic safety of the Russian Federation the Government of the Russian Federation decides:

1. Establish from September 1, 2022 to February 28, 2023 inclusive temporary ban on export from the Russian Federation of waste and scrap of the precious metals or metals plated by precious metals, the other waste and scrap containing precious metal or compounds of the precious metals used mainly for extraction of precious metals (code 7112 of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union) and also waste and scrap of the electrotechnical and electronic products used mainly for extraction of the precious metals (codes 8549 21 000 0 and 8549 29 000 0 of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union) which are significantly important for the domestic market of the Russian Federation.

The specified temporary ban extends to the goods specified in paragraph one of Item 1 of this resolution, exported from the Russian Federation since September 1, 2022 and issued till September 1, 2022 according to the customs procedures allowing commodity exportation from customs area of the Eurasian Economic Union including goods which customs declaring was performed with the features provided by Articles 115 and 116 of the Customs code of the Eurasian Economic Union or with the features established by the legislation of state members of the Eurasian Economic Union on customs regulation according to Item 8 of Article 104 of the Customs code of the Eurasian Economic Union.

The specified temporary ban does not extend to export from the Russian Federation of the cathode antimony in ingots, and also the tests which are selected from batches of scrap and waste of the precious metals (lot of 1 test no more than 500 grams) which are exported by the organizations included in the list of the organizations having the right to perform the refining of precious metals approved by the order of the Government of the Russian Federation of August 17, 1998 No. 972 "About approval of the Operating procedure of the organizations performing refining of precious metals, and the list of the organizations having the right to perform refining of precious metals", for the purpose of execution of contractual (contractual) commitments.

2. To the Ministry of Economic Development of the Russian Federation in accordance with the established procedure:

notify the Eurasian economic commission on introduction of the temporary ban specified in Item 1 of this resolution;

submit for consideration of the Eurasian economic commission the offer on introduction of temporary ban on commodity exportation, specified in Item 1 of this resolution, from customs area of the Eurasian Economic Union.

3. This resolution becomes effective since September 1, 2022.
