1. Approve the enclosed Rules of supply of gas in the Russian Federation.

2. Item 483 of the list of regulatory legal acts and groups of regulatory legal acts of the Government of the Russian Federation, regulatory legal acts, separate provisions of regulatory legal acts and groups of regulatory legal acts of federal executive bodies, legal acts, separate provisions of legal acts, groups of legal acts of executive and administrative organs of the government of RSFSR and USSR, the decisions of the State Commission on Radio Frequencies containing mandatory requirements to which provisions of parts 1, 2 and 3 articles 15 of the Federal law "About Mandatory Requirements in the Russian Federation" approved by the order of the Government of the Russian Federation of December 31, 2020 No. 2467 "About approval of the list of regulatory legal acts and groups of regulatory legal acts of the Government of the Russian Federation, regulatory legal acts are not applied separate provisions of regulatory legal acts and groups of regulatory legal acts of federal executive bodies, legal acts, separate provisions of legal acts, groups of legal acts of executive and administrative organs of the government of RSFSR and USSR, decisions of the State Commission on Radio Frequencies containing mandatory requirements to which provisions of parts 1, 2 and 3 articles 15 of the Federal law "About Mandatory Requirements in the Russian Federation" are not applied (Russian Federation Code, 2021, No. 2, Art. 471), to exclude.

3. Recognize invalid acts of the Government of the Russian Federation and separate provisions of acts of the Government of the Russian Federation according to the list according to appendix.

4. To the Ministry of Energy of the Russian Federation together with the interested federal executive bodies to introduce till March 1, 2022 in the Government of the Russian Federation the federal law draft providing introduction of amendments to the legislation of the Russian Federation in part:

investment of executive bodies of subjects of the Russian Federation with powers according to the schedule of transfer of consumers into reserve types of fuel in case of cold snap and graphics of restriction of supply with gas of buyers and priority of their shutdown in case of violation of technology operating mode of gas-transport system in case of accident;

determinations of the federal executive body authorized on establishment of procedure for preparation of instructions about enforcement of the specified schedules.

5. This resolution becomes effective since March 1, 2025 and 6 years from the date of its entry into force are effective.

Rules of supply of gas in the Russian Federation

I. General provisions

1. These rules determine the relations between suppliers and buyers of gas, including the gas transmission organizations and the gas-distributing organizations by gas supply, and are obligatory for all legal entities and individual entrepreneurs participating in the relations of supply of gas through pipe networks.

2. Provisions of these rules do not extend to the relations connected with gas supply to the population according to the agreement on gas supply.

II. Terms and determinations

3. In these rules the following terms and determinations are applied:

"gas consumption armor" - the minimum amount of gas consumption necessary for operation of processing equipment of buyers, accident-free on condition of the maximum use of reserve types of fuel, supply of gas by which according to the laws and other regulatory legal acts of the Russian Federation cannot be stopped or reduced below certain limit;
