1. Accreditation of state body on right of possession of implementation of function of the operator of the state information system who is the owner and the operator or the operator of the state information system is performed by the state information system using which identification and (or) authentication is performed (further - the state information system) and (or) on condition of accomplishment of the following requirements by it:

a) availability at state body of the property right or other corporeal right to the hardware cryptography (cryptographic) tools applied to implementation of identification and (or) authentication with use of biometric personal data, having confirmation of conformity to the requirements established by federal executive body in the field of safety and availability of right to use of program cryptography (cryptographic) tools on legal causes;

b) availability in staff of state body at least 2 workers who are directly performing operation of the state information system, having the higher education in the field of information technologies or information security;

c) ensuring interaction of state body with the state detection system, preventions and mitigations of consequences of the computer attacks to information resources of the Russian Federation;

e) use of the technologies intended for processing of biometric personal data for the purpose of carrying out identification and (or) authentication in which the software included in the unified register of the Russian programs for electronic computers and databases according to the Rules of forming and maintaining the unified register of the Russian programs for electronic computers and databases and the unified register of programs for electronic computers and databases from state members of the Eurasian Economic Union, except for the Russian Federation approved by the order of the Government of the Russian Federation of November 16, 2015 No. 1236 "About establishment of prohibition on the admission of the software coming from foreign states for the purposes of implementation of purchases for ensuring the state and municipal needs" is used.
