 For the purpose of protection of rights and freedoms of man and citizen, proceeding from the conventional principles and regulations of international humanitarian law, being guided by article 80 of the Constitution of the Russian Federation and article 3 of the Federal Law of July 25, 2002 No. 115-FZ "About legal status of foreign citizens in the Russian Federation", I decide:

1. Determine that:

a) the faces consisting in nationality of the Donetsk People's Republic or the Luhansk People's Republic and citizens of Ukraine if other is not provided by the presidential decree of the Russian Federation:
