About payment terms of work of the workers occupied with servicing of state bodies and local government bodies of the Kyrgyz Republic

For the purpose of enhancement of payment terms of work of the workers occupied with servicing of state bodies and local government bodies according to articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Establish the minimum base rate in the amount of 7040 som which is the basis for calculation of official pay rates of the workers occupied with servicing of state bodies and local government bodies of the Kyrgyz Republic.

2. Approve:

1) the frequency rate coefficients to official pay rates applied in case of determination of the sizes of official pay rates of the workers occupied with maintenance of state bodies and local government bodies of the Kyrgyz Republic according to appendix 1;

2) the frequency rate coefficients to official pay rates applied in case of determination of the sizes of official pay rates of workers of junior service personnel of state bodies and local government bodies of the Kyrgyz Republic according to appendix 2;

3) the sizes of length-of-service allowances of the workers occupied with maintenance of state bodies and local government bodies of the Kyrgyz Republic according to appendix 3.

3. Determine that are paid to the workers occupied with servicing of state bodies and local government bodies of the Kyrgyz Republic:

1) the allowance for accommodation and work in the conditions of highlands and the remote remote zones according to the legislation of the Kyrgyz Republic;

2) the percentage allowance to official pay rates for confidential kind of work according to the legislation of the Kyrgyz Republic;

3) the allowance for academic degree according to the procedure, established by the legislation of the Kyrgyz Republic;

4) in case of exit in leave benefit for improvement in the amount of two-month salary fund;

5) at the end of the calendar year the thirteenth salary in the amount of average monthly salary fund.

4. Determine that local government bodies of the Kyrgyz Republic have the right to establish to official pay rates of the workers occupied with servicing of local government bodies of the Kyrgyz Republic, except for the cities of republican value, the allowances provided by the labor law of the Kyrgyz Republic, in the amount of, approved by the decision of the city kenesh, in the presence of opportunities of the local budget.

Local government bodies of the cities of republican value establish to official pay rates of the workers occupied with servicing of local government bodies of the cities of republican value, the allowances provided by the labor law of the Kyrgyz Republic in the amount up to one official pay rate and also the payments approved by decisions of the city kenesh.

5. For the purpose of effective use of budgetary funds to local government bodies of the Kyrgyz Republic to review the allowances and payments provided at the expense of local budgets taking into account this resolution.

6. To the Ministry of Finance of the Kyrgyz Republic to take the adequate measures following from this resolution including on introduction in accordance with the established procedure of changes in the Law of the Kyrgyz Republic "About the republican budget of the Kyrgyz Republic for 2022 and the forecast for 2023-2024".

7. Recognize invalid some decisions of the Government of the Kyrgyz Republic and the Cabinet of Ministers of the Kyrgyz Republic according to appendix 4.

8. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

9. This resolution becomes effective since August 1, 2022 and is subject to official publication.
