1. Approve the Procedure for matching of the Russian carrier for implementation of regular transportations, joint with foreign carrier, on international route of regular public conveyances and baggage by road transport on which regular transportations are offered to be performed foreign carrier without involvement of the Russian carrier, according to appendix to this order.

2. This order becomes effective since March 1, 2023 and is effective till March 1, 2029.

Procedure for matching of the Russian carrier for implementation of regular transportations, joint with foreign carrier, on international route of regular public conveyances and baggage road transport on which regular transportations are offered to be performed foreign carrier without involvement of the Russian carrier

1. Matching of the Russian carrier for implementation of regular transportations, joint with foreign carrier, on international route of regular public conveyances and baggage road transport on which regular transportations are offered to be performed foreign carrier without involvement of the Russian carrier (further - matching of the Russian carrier) is performed by the public institution subordinated to the federal executive body performing functions on development of state policy and normative legal regulation in the field of transport (further respectively - subordinated public institution, authorized federal executive body).

2. The information message about matching of the Russian carrier (further - the information message) is posted on the official site of authorized federal executive body on the Internet in which are specified:

a) sequence number and date of the information message;

b) the name of international route of regular transportations with indication of names of settlements and the states in which limits initial and final stopping points of such route are located;

c) the postal address, the e-mail address of subordinated public institution on which the interested Russian carrier shall send the appeal with information on intention to perform regular transportations along such route (further - the address).

3. The information message specified in Item 2 presents of the Procedure is placed authorized federal executive body in time, not exceeding 5 working days from the date of acceptance by authorized federal executive body of the decision on reception of an application about establishment or change of international route of regular transportations on which regular transportations are offered to be performed foreign carrier without involvement of the Russian carrier <1>.

4. The Russian carrier sends the appeal in which are specified to subordinated public institution:

a) sequence number and date of the information message;

c) name, location of the legal entity or surname, name and middle name (in the presence), residence of the individual entrepreneur, identification taxpayer number, postal address, contact telephone numbers, e-mail address (in the presence);

d) number and date of issue of license for activities on public conveyances and other persons by buses, and also number of entry of the Russian carrier in the register of the Russian carriers allowed to implementation of the international motor transportations <2>.

5. The subordinated public institution considers the address specified in item 4 of this Procedure, in case of receipt of such address in time, not exceeding 30 days from the date specified in the information message.

On the address specified in item 4 of this Procedure, which arrived in time, exceeding 30 days from the date specified in the information message, the subordinated public institution sends the answer to the Russian carrier about violation of term of submission of such address and impossibility of involvement of this Russian carrier for implementation of regular transportations, joint with foreign carrier, on international route of regular transportations.

6. If in the appeal sent by the Russian carrier to subordinated public institution according to item 4 of this Procedure false information is specified or the term of provision of such address, subordinated public institution in time which is not exceeding 3 working days from the date of receipt of the address is broken notifies the Russian carrier on discrepancy of the address to requirements of item 4 of this Procedure.
