RESOLUTION OF THE CABINET OF MINISTERS OF THE KYRGYZ REPUBLIC

About carrying out pilot project on acceptance of reports of subsoil users through the information system "Office of the Taxpayer" of the State Tax Administration under the Ministry of Finance of the Kyrgyz Republic in electronic form

For the purpose of development of remote interaction of subsoil users with state bodies within fight against corruption, according to article 20 of the Law of the Kyrgyz Republic "About subsoil" and articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. To the ministry of natural resources, ecology and technical supervision of the Kyrgyz Republic together with the State Tax Administration under the Ministry of Finance of the Kyrgyz Republic to carry out pilot project on acceptance of reports of subsoil users through the information system "Office of the Taxpayer" of the State Tax Administration under the Ministry of Finance of the Kyrgyz Republic in electronic form (further - pilot project).

2. Approve Regulations on acceptance of reports of subsoil users through the information system "Office of the Taxpayer" of the State Tax Administration under the Ministry of Finance of the Kyrgyz Republic within pilot project according to appendix.

3. During pilot project of function on acceptance of the reports of subsoil users submitted in the Ministry of natural resources, ecology and technical supervision of the Kyrgyz Republic to assign to the State Tax Administration under the Ministry of Finance of the Kyrgyz Republic.

4. To the State Tax Service under the Ministry of Finance of the Kyrgyz Republic for the purpose of realization of pilot project to integrate reports of subsoil users into the information system "Office of the Taxpayer".

5. To the ministry of natural resources, ecology and technical supervision of the Kyrgyz Republic to carry out explanatory and information work among subsoil users about carrying out pilot project.

6. Establish the term of carrying out pilot project till October 1, 2024.

7. To the ministry of natural resources, ecology and technical supervision of the Kyrgyz Republic on the basis of results of the carried-out pilot project till October 1, 2024 to bring in accordance with the established procedure in the Cabinet of Ministers of the Kyrgyz Republic of the offer and projects of the corresponding regulatory legal acts of the Kyrgyz Republic.

8. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

9. This resolution is subject to official publication and becomes effective since August 1, 2022.

Regulations on acceptance of reports of subsoil users through the information system "Office of the Taxpayer" of the State Tax Administration under the Ministry of Finance of the Kyrgyz Republic within pilot project

1. General provisions

1. This Provision provides carrying out pilot project and determines procedure for acceptance of reports of subsoil users through the information system "Office of the Taxpayer" of the State Tax Administration under the Ministry of Finance of the Kyrgyz Republic (further - GNS).

2. Report form and terms of representation

2. Forms of electronic reports and the Procedure for their filling for representation by subsoil users through the information system "Office of the Taxpayer" GNS are determined according to appendices 1, of 2, 3 and 4 to this Provision.

3. The reporting in electronic form is submitted the subsoil user through the information system "Office of the Taxpayer" GNS monthly, no later than the 25th following month under report.

3. Procedure for submission of the report

4. Participants of pilot project by acceptance of reports through the information system "Office of the Taxpayer" GNS determine subsoil users according to appendix 5 to this Provision.

5. Subsoil users (participants of pilot project) submit the report in electronic form through the information system "Office of the Taxpayer" GNS according to the procedure and procedures of provision of tax reports provided by the tax legislation of the Kyrgyz Republic.

4. Responsibility for submission of the report

6. Responsibility for timeliness and accuracy of the data in the reporting represented electronically through the information system "Office of the Taxpayer" GNS is assigned to the subsoil user according to the legislation of the Kyrgyz Republic.
