About protection of the population and the territories against emergency situations of natural and technogenic nature

The purpose of this Law is regulation of the relations in the field of protection of the population and the territories against emergency situations of natural and technogenic nature.
The legislation on protection of the population and the territories from emergency situations of natural and technogenic nature consists of this Law and other acts of the legislation.
If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about protection of the population and the territories against emergency situations of natural and technogenic nature then are applied rules of the international treaty.
In this Law the following basic concepts are applied:
emergency situations of natural and technogenic nature (further - emergency situations) - the situations in certain territory which developed as a result of accident, catastrophic crash, natural hazard of natural or other disaster, distribution quarantine and other infectious diseases, dangerous to the person, which can entail or entailed the human victims, damnification to human health or the surrounding environment, considerable material losses and violation of conditions of life activity of people;
liquidation of emergency situations - complex of the rescue and urgent operations which are carried out in case of emergency situations and directed to rescuing of life and preserving human health, decrease in the extent of harm to the surrounding environment and material losses and also localization of zones of emergency situations and cancellation of dangerous factors;
zone of emergency situation - the territory in which owing to emergence of source of emergency situation there is threat of death of people of damnification to their health or the surrounding environment and (or) under its impact considerable material losses are suffered, and also conditions of life activity of people are violated;
protection against emergency situations - complex of actions, system of means and methods according to the prevention and liquidation of emergency situations;
the prevention of emergency situations - complex of the events held beforehand and directed to the greatest possible reduction of risk of emergence of emergency situations, and in case of their origin - the directed to rescuing of life and preserving human health, decrease in the extent of harm to the surrounding environment and material losses.
The basic principles of protection against emergency situations are:
legality;
humanity, priority of life and health of the person;
publicity;
timeliness and accuracy of the information;
preventiveness of measures for protection against emergency situations.
Emergency situations depending on source of origin are divided into emergency situations natural and emergency situations of technogenic nature.
Natural disasters (earthquakes, mudflows, landslides, floods and other natural hazards), the natural fires, epidemics, epizooty, epiphytoties which can bring or led to loss of life, damnification to human health or the surrounding environment, considerable material losses, to violation of conditions of life activity of people are emergency situations of natural nature.
Accidents in the industry, on transport and other technogenic accidents, the fires (explosions), accidents connected with distribution or threat of distribution of strong toxic, chemical, radioactive and dangerous biological agents, sudden building collapse and constructions destruction of dikes, treatment facilities, and also accidents on the communication systems providing life activity of people who can bring or led to loss of life, damnification to their health or the surrounding environment, considerable material losses, to violation of conditions of life activity of people are emergency situations of technogenic nature.
Depending on the number of injured people, scale and the size of the caused material damage emergency situations can be local, local, republican and cross-border.
Management of protection against emergency situations is performed:
in all territory of the Republic of Uzbekistan - the Prime Minister of the Republic of Uzbekistan;
in the ministries, the state committees, departments and the organizations - their heads;
in the Republic of Karakalpakstan, areas, the city of Tashkent, areas, the cities - the Chairman of the board of Ministers of the Republic of Karakalpakstan and hokimama of areas, the city of Tashkent, and also areas, cities.
