1. Approve the enclosed Instruction about procedure for control of goods which customs clearance is made in the Russian Federation and exported from the territory of the Union State through the Belarusian site of external border of the Union State.

2. To chiefs of customs to bring contents of this resolution to the attention of staff of customs.

3. Provide to the Minsk central customs completion of the operating software and finishing them to customs.

4. This resolution becomes effective from the date of inclusion in the National register of legal acts of the Republic of Belarus.

5. To impose control of execution of this resolution on the vice-chairman of the State Customs Committee of the Republic of Belarus Goshin V. A.

Chapter 1. General provisions

1. The instruction about procedure for control of goods which customs clearance is made in the Russian Federation and exported from the territory of the Union State through the Belarusian site of external border of the Union State (further - the Instruction) determines operations procedure of officials of customs authorities of the Republic of Belarus in case of control of goods which customs clearance was made in the Russian Federation and exported out of limits of customs area of the Union State automobile and by rail through the Belarusian site of external border of the Union State.

2. For the purposes of this Instruction the term "goods" means goods which customs clearance was made in the Russian Federation according to the customs regimes providing their temporary or permanent placement outside the territory of the Union State, and exported from the territory of the Union State through the Belarusian site of external border of the Union State.

3. Customs control, customs clearance, confirmation of the actual commodity exportation out of limits of the territory of the Union State to customs authorities of the Russian Federation is performed by customs authorities of the Republic of Belarus in which zone of activities export Items, according to the Customs code of the Republic of Belarus, this Instruction and other acts of the legislation of the Republic of Belarus are located.

4.2. lack of data on export Item in column 29 of the cargo customs declaration (further - GTD) or discrepancy of such data:

to the similar data specified in the electronic notification on the direction of goods (in case of its availability);

to the actual name of Item of export to which there arrived the vehicle with goods for customs clearance.

5. Accounting and registration of the goods and vehicles moved through customs border of the Republic of Belarus is performed according to the procedure, established by other regulatory legal acts of the State Customs Committee of the Republic of Belarus.

6. The customs clearance and customs control of the goods moved with transit through the territories of the Russian Federation and the Republic of Belarus is performed according to the procedure, established by other acts of the legislation of the Republic of Belarus.

Chapter 2. Operations procedure of officials of Items of export when implementing customs control and customs clearance of goods and in case of confirmation of the actual commodity exportation

7. For decision making about issue of the customs permit on movement of goods and vehicles through customs border of the Republic of Belarus by carrier it are represented to officials of Items of export:

7.1. the exported goods and vehicles performing their transportation;

7.2. GTD copy with stamp print "Release is resolved", the official of the customs authority of the Russian Federation making customs clearance of the goods, except as specified provided by subitem 7.3 of this Item assured by personal number seal;

7.3. copies of GTD:

in case of commodity exportation by railway transport (railway vehicles from several transport vehicles) - certified by the customs authority of the Russian Federation making customs clearance of goods or the customs applicant;

in case of application of separate customs procedures in case of declaration of goods (incomplete, temporary, periodic, temporary periodic, complete periodic GTD) - certified by the customs authority of the Russian Federation making customs clearance of goods or the copy of GTD certified by the customs applicant, which is in set of carriage documents on each car (the tank, etc.);
