Some questions of transfer of personal data out of limits of Ukraine by means of the Single state web portal of electronic services

The Cabinet of Ministers of Ukraine decides:

1. Determine that:

for possibility of use by citizens at will of electronic information display, containing in documents, transfers of electronic copies of the relevant documents, receipts of public services outside Ukraine personal data can be transmitted through means of the Single state web portal of electronic services to foreign subjects of the relations connected with personal data, the states providing adequate personal data protection according to the list according to appendix;

the list of the states providing proper personal data protection, given in appendix is applied only for the purposes of this resolution;

personal data cannot be transferred to foreign subjects which are registered in the state recognized by the Verkhovna Rada of Ukraine the state aggressor or the state invader the states which are included into the custom and military alliances with such states and/or by the final beneficial owner, the member or the participant (shareholder) of which the specified states, to subjects which activities fall under operation of the Law of Ukraine "About sanctions", on which the decision on application of sanctions in Ukraine is made are.

2. To provide to the ministry of digital transformation possibility of connection of information systems of subjects of the relations connected with personal data, the states specified in appendix to the Single state web portal of electronic services according to the Regulations on the Single state web portal of electronic services approved by the resolution of the Cabinet of Ministers of Ukraine of December 4, 2019 No. 1137 (The Official Bulletin of Ukraine, 2020, No. 3, Art. 136; 2021, No. 43, the Art. 2625), for possibility of use by citizens at will electronic information display, containing in documents, transfers of electronic copies of the relevant documents, receipts of public services outside Ukraine.
