According to the paragraph fifty third Item 1 of article 21 of the Federal law "About Power Industry" Government of the Russian Federation decides:

1. Approve the enclosed criteria of determination of the consumers of electrical energy (capacity) who are not belonging to the population and the categories of consumers equated to it concerning which in the territories of the Far Eastern Federal District bringing the prices (rates) for electrical energy (capacity) to the basic levels of the prices (rates) for electrical energy (capacity) planned for the next period of regulation is performed.

2. Determine that executive bodies of subjects of the Russian Federation in the field of state regulation of rates represent to Federal Antimonopoly Service of the data on useful leave (sale) of electrical energy (capacity) to the consumers of electrical energy (capacity) determined according to the criteria approved by this resolution, annually no later than October 1 (the 1st time - on December 3, 2021):

concerning the consumers determined according to Items 1 - 5 criteria approved by this resolution - during 2021 - 2027;

concerning the consumers specified in Items 6 and 7 of the criteria approved by this resolution - during 2021 - 2026;

concerning the consumers specified in Items 8 and 9 of the criteria approved by this resolution - during 2021 - 2024.

3. Determine that:

in case of determination of compliance of consumers to the criterion specified in Item of 3 criteria approved by this resolution the relation of the expected amount of consumption of electrical energy in year, prior year on which the size of the means considered in case of establishment of price increment on capacity for the subjects of the Russian Federation which are part of the Far Eastern Federal District to the actual amount of consumption of electrical energy for 2020 is calculated is estimated;

to the consumers specified in Item of 7 criteria approved by this resolution the organizations performing activities in spheres of heat supply, water supply and (or) water disposal in the field of the address treat with waste, and the organizations exercising control of the apartment house;

the organizations operating power generation facilities, the oil-extracting, oil processing, petrochemical, gas, coal, slate and peat industries and also objects of oil product supply and gas supply treat the consumers specified in Item of 8 criteria approved by this resolution;

in case of compliance of the consumer of electrical energy (capacity) to the criteria provided by 2 and more Items of the criteria approved by this resolution, the amounts of consumption of electrical energy (capacity) power receiving devices of such consumer relating to customer groups concerning which reducing difference between the prices (rates) for electrical energy (capacity) and basic levels of the prices (rates) for electrical energy (capacity) is not performed are determined less amounts of consumption of electrical energy (capacity) by the power receiving devices of such consumer used for implementation of the activities corresponding to customer groups which financing of activities is performed at the expense of means of budgets of the budget system of the Russian Federation, the consumers belonging to the organizations of housing and communal services, consumers belonging to the organizations of fuel and energy complex, and the consumers performing activities in the field of production, productions, uses and addresses of precious metals and gemstones;

in case of compliance of the consumer of electrical energy (capacity) to the criteria provided by 2 and more Items of the criteria approved by this resolution, the amounts of consumption of electrical energy (capacity) power receiving devices of such consumer relating to consumers whose financing of activities is performed at the expense of means of budgets of the budget system of the Russian Federation and to the consumers belonging to the organizations of housing and communal services are determined less amounts of consumption of electrical energy (capacity) by the power receiving devices of such consumer used for implementation of the activities corresponding to the consumers belonging to the organizations of fuel and energy complex and the consumers performing activities in the field of production, productions, uses and addresses of precious metals and gemstones;

in case of compliance of the consumer of electrical energy (capacity) to consumers whose financing of activities is performed at the expense of means of budgets of the budget system of the Russian Federation and to the consumers belonging to the organizations of housing and communal services or the consumers belonging to the organizations of fuel and energy complex, and the consumers performing activities in the field of production, productions, uses and addresses of precious metals and gemstones, amounts of consumption of electrical energy (capacity) power receiving devices of such consumer relating to the consumers belonging to the organizations of housing and communal services or the consumers performing activities in the field of production, productions, uses and addresses of precious metals and gemstones are determined less amounts of consumption of electrical energy (capacity) by power receiving devices of such consumer, used for implementation of activities, corresponding to consumers whose financing of activities is performed at the expense of means of budgets of the budget system of the Russian Federation, or to the consumers belonging to the organizations of fuel and energy complex.

4. To Federal State Statistics Service together with Federal Antimonopoly Service in 4-month time to make changes to form of federal statistical observation No. 46-EE (useful leave) "Data on useful leave (sale) of electrical energy and capacity to separate categories of consumers", having provided in it amounts of useful leave of electrical energy (capacity) to the consumers of electrical energy (capacity) provided by the criteria approved by this resolution.

5. This resolution becomes effective from the date of its official publication.
