1. Approve Regulations on procedure for licensing of activities of providers of services in the field of turnover crypto - assets according to appendix No. 1.

2. Recognize invalid some departmental regulatory legal acts according to appendix No. 2.

3. This order becomes effective from the date of its official publication.

Regulations on procedure for licensing of activities of providers of services in the field of turnover crypto - assets

This Provision determines procedure for licensing of activities of providers of services in the field of turnover crypto - assets.

Chapter 1. General provisions

1. In this Provision the following basic concepts are applied:

crypto - asset - the property right which is representing set of digital entries in the distributed register of data, having value and the owner;

the distributed register of data - technology in which data are distributed in specialized blocks at the same time each new block is connected with the previous block the cryptographic signature;

provider of services in the field of turnover crypto - assets (further - providers of services) - the legal entity - the resident of the Republic of Uzbekistan rendering services for physical persons and legal entities including from their person, on purchase, sale, exchange, storage, release, placement and management crypto - assets;

crypto - the exchange - the organization providing electronic platform for purchase, sale and (or) exchange crypto - assets;

mining-pool - the organization providing electronic platform for consolidation of computing capacities for ensuring process of mining;

crypto - depositary - the organization providing electronic platform and (or) set technical and software on rendering services in release crypto - assets, to implementation of their primary placement and storage;

crypto - shop - the organization providing electronic platform and (or) set technical and software on rendering services in purchase and (or) sale crypto - assets;

the final beneficial owner - physical person which directly or indirectly owns the legal entity who is the direct or indirect founder, or the owner of share in authorized capital (authorized capital) of provider of services or controls it.

2. Licensing of activities of providers of services performs the National agency of perspective projects of the Republic of Uzbekistan (further - the licensing body) according to the scheme according to appendix No. 1 to this Provision.

3. To exclusively legal entities - residents of the Republic of Uzbekistan the standard license for activities of providers of services is granted (further - the license).

4. Types of providers of services are:

crypto - the exchange;

mining-pool;

crypto - depositary;

crypto - shop.
