1. Approve enclosed:

Regulations on assessment of applications for participation in purchase of goods, works, services for ensuring the state and municipal needs;

changes which are made to item 4 of the order of the Government of the Russian Federation of December 20, 2021 No. 2369 "About requirements to banks and funds of assistance to crediting (to guarantee funds, funds of guarantees) for the purposes of implementation of purchases of goods (works, services) for ensuring the state and municipal needs, about change and recognition voided some acts and separate provisions of some acts of the Government of the Russian Federation" (The official Internet portal of legal information (www.pravo.gov.ru), 2021, on December 24, No. 0001202112240017);

2. This resolution becomes effective since January 1, 2022 and is applied when implementing purchases of goods, works, services to ensuring the state and municipal needs, notices on which implementation are placed in unified information system in the sphere of purchases or the invitation to take part in determination of the supplier (the contractor, the contractor) on which are directed after day of entry into force of this resolution.

Regulations on assessment of applications for participation in purchase of goods, works, services for ensuring the state and municipal needs

I. General provisions

2. The concepts used in this Provision mean the following:

"assessment of requests" - actions of members of the commission for implementation of purchases for assignment in the cases provided by the Federal Law and according to this Provision of points to requests (parts of requests) based on information and documents of participants of purchases;

"the importance of evaluation criterion" - evaluation criterion weight as a percentage in total all evaluation criteria established in the notice on implementation of purchase, documentation on purchase (if the Federal Law provides documentation on purchase);

"assessment indicator" - the expense type, type of the characteristic of subject to purchase and type of the characteristic of qualification of procurement participants disaggregating assessment of requests on the corresponding evaluation criterion;

"the importance of indicator of assessment" - assessment indicator weight as a percentage in total all indicators of assessment disaggregating assessment of requests on the corresponding evaluation criterion;

"functional dependence" - dependence between measure value of assessment and value of number of the appropriated points in case of which to one measure value of assessment there corresponds one value of number of points;

"rating scale" - values of number of the points appropriated to certain measure values of assessment in case of absence between them functional dependence and also if the indicator of assessment is not determined by quantitative value;

"the equipment and other material resources" - fixed asset objects in value, stipulated by the legislation the Russian Federation about financial accounting;

"specialists and other workers" - workers in the value provided by the labor law.

3. The following evaluation criteria are applied to assessment of requests according to this Provision:

a) contract price, amount of the prices of commodity units, works, services;

b) expenses;

c) characteristics of subject to purchase;

d) qualification of procurement participants.

5. When carrying out tenders:

a) taking into account this provision at least 2 evaluation criteria, one of which the evaluation criterion provided by the subitem "an" of Item 3 this provision shall be, are applied;

b) the evaluation criteria provided by subitems "an" and "b" of Item 3 this provision can not be applied when implementing purchases of goods, works, services concerning which regulated prices (rates) are in accordance with the legislation of the Russian Federation established;

c) the importance of evaluation criterion is determined taking into account this provision and extreme sizes of the importance of evaluation criteria according to appendix No. 2;

d) the size of the importance of the evaluation criterion provided by the subitem "b" of Item 3 this provision shall not exceed the size of the importance of the evaluation criterion specified in the subitem "an" of Item 3 this provision;

e) the amount of sizes of the importance of evaluation criteria constitutes 100 percent;

e) the document provided by appendix No. 1 to this Provision is created according to the following requirements:
