About cooperation in the field of tourism

The government of the Kyrgyz Republic and the Government of the Russian Federation which are hereinafter referred to as with the Parties:

- in view of provisions of the Manila declaration on world tourism of 1980 and the Hague declaration on tourism of 1989,

- expressing desire to promote expansion of friendly bonds between the people of the Kyrgyz Republic and the Russian Federation, and also to acquaintance with history and cultural heritage of both states,

- recognizing that tourism is important means of strengthening of mutual understanding, expression of good will and hardening of the relations between the people,

agreed as follows:

Article 1

The parties strengthen and develop cooperation in the field of tourism on the basis of equality and mutual advantage according to this agreement, the legislation of both states and international treaties which participants they are.

Article 2

The parties assist the state bodies of management of tourism in establishment of contacts and development of cooperation between the Kyrgyz and Russian tourist organizations participating in development of the international tourism, including performing capital investments to the sphere of tourism, and also organizing joint venture for the purpose of servicing of tourists.

Article 3

The parties according to the legislation of the states aim at simplification of the formalities connected with tourist exchange between two states.

Article 4

The parties through state bodies of management of tourism help both organized group, and to individual tourism, exchange of specialized tourist groups, including for the purpose of visit of sporting events, musical and theater festivals, and also exhibitions, symposiums and the congresses concerning tourism.

Article 5

The parties support exchange between state bodies of management of tourism of statistical, reference, advertizing and other information in the field of tourism, including information:

about the legal and other regulations regulating tourist activities in the states;

about the legislation of the states in the field of protection and protection of the natural resources and objects of culture which are sights;

about experience of management of hotels and other means of accommodation of tourists, and also the organizations rendering services to tourists.

Article 6

State bodies of management of tourism of one Party promote the citizens leaving in tourist trips on the territory of the state of other Party, information on the legislation regulating procedure for entrance, stay and departure of foreign citizens.

Article 7

The parties render assistance to state bodies of management of tourism in preparation of professional personnel for the sphere of tourism, in exchange of the scientists, experts and journalists specializing concerning tourism and also promote contacts and cooperation between the organizations performing in the Kyrgyz Republic and the Russian Federation researches in the field of tourism.

Article 8

State bodies of management of tourism of the Parties coordinate cooperation of the states within the World tourism organization and other international tourist organizations.

Article 9

The parties render assistance to state bodies of management of tourism in opening of representations for tourism in the territories according to the legislation of the states of the Parties.

The questions connected with opening and activities of representations will be approved between state bodies of management of tourism of the Parties and regulated by the legislation of the state of stay.

Article 10

The parties notify each other through diplomatic channels on appointment of state bodies of management of tourism, actionees of this agreement.

Article 11

Financial conditions of implementation of visits and exchanges of specialists will be approved in each case between state bodies of management of tourism of the Parties.

Article 12

This agreement becomes effective from the date of receipt of the last written notice confirming accomplishment of the interstate procedures by the Parties necessary for its entry into force.

This agreement is signed for 5 years and will be prolonged automatically for the subsequent 5-year periods if any of the Parties does not notify in writing through diplomatic channels other Party about the intention to terminate this agreement not later than 6 months before the expiration of its action.

Cancellation of this agreement does not affect accomplishment of the programs and projects approved during its action if the Parties do not agree about other.
