About approval of strategy of innovative development of the Republic of Uzbekistan for 2022 - 2026
As a result of strategy implementation of innovative development of the Republic of Uzbekistan for 2019 - 2021 great success in providing and stimulation of innovative and technological progress in industries of economy and the social sphere, including agricultural industry, power, construction, education, health care is achieved. In particular:
the republic rose by 36 line items in comparison with 2015 in the rating of the Global innovative index which is estimated on 81 indicators;
the amount of the annual funds allocated from the Government budget for innovative and scientific spheres in comparison with 2018 increased by 3 times and is brought to 1,5 of one trillion sum;
if in 2018 the number of young scientists constituted 6,5 of thousand, then this indicator in 2022 reached 10,8 of thousand people, that is growth by one and a half times is provided;
for the last four years the number of specialized institutes on financing of innovative activities (innovative funds, the venture organizations and others) is brought to 28 units;
the International week of the innovative ideas - "Innoweek.uz" spent annually since 2018 turns into the platform of innovative technologies combining the foreign scientific and innovative centers, investment funds, the technological agencies, technoparks and business incubators on the way to one purpose.
At the same time, extent of commercialization of scientific and innovative developments, cooperation level between science, education and the industry in real production sector remain rather low.
For the purpose of acceleration of innovative development in the republic, widespread introduction of innovations and technologies in all industries of economy, development of human capital, scientific and innovative spheres:
1. Approve the Strategy of innovative development of the Republic of Uzbekistan for 2022 - 2026 (further - Strategy) according to appendix No. 1.
2. Determine the main directions of Strategy:
support startup initiatives by forming of network of subjects of innovative infrastructure (innovative technopark, the center of transfer of technologies, innovative cluster, the venture organization, the innovative center, startup accelerator, incubator), and also the organization of large-scale production (creation of the capital);
increase in share of innovatively active organizations due to enhancement of institutional mechanisms of the state support of innovative activities;
ensuring the accelerated social and economic growth of regions by increase in innovative activity of small business;
stimulation of demand for innovations by providing complex system of creation of new types of products and innovative technologies from the idea - to the final consumer;
forming of system of reorientation of the created capital to "blasting" innovations;
further development of human capital in management of innovative activities by development of skills of sozidatelstvo, innovative entrepreneurship and efficiency work at all stages of education.
Determine that Strategy is implemented step by step proceeding from the achieved results and the corresponding main directions of target indicators on the basis of the "road maps" which are separately approved since 2024.
3. Approve:
Target indicators of strategy implementation of innovative development of the Republic of Uzbekistan for 2022 - 2026 (further - Target indicators) according to appendix No. 2;
Target indicators of strategy implementation of innovative development of the Republic of Uzbekistan for 2022 - 2026 by regions according to appendix No. 3.
4. Determine that:
a) Target indicators, in particular provide increase in quantity:
subjects of innovatively active entrepreneurship (the industrial and production organizations) with 613 to 2 250;
subjects of innovative infrastructure (technoparks, the centers of transfer of technologies, innovative clusters, the venture organizations, the innovative centers, business incubators and accelerators) by 3 times;
the new workplaces created by results of innovative activities, including realized in IT parks startup projects by 4 times;
the new innovative developments created as a result of commercialization in the internal and external markets, twice;
b) Target indicators of strategy implementation by regions, in particular provide finishing quantity:
subjects of infrastructure of innovative activities in regions to 494;
the domestic industrial enterprises which are engaged in technological innovation to 600;
the new technologies created in regions to 288;
the patents which are annually registered in regions to 184;
the scientific, innovative and technological projects performed together with the foreign organizations to 183;
innovative startups to 1 437.
5. Implement since August 1, 2022 single system of chain "отрасль-регион-научная / the highest educational organization" during creation of production of innovative products, including the following:
the regional industry organizations develop portfolio of demand for innovations and represent it to territorial administrations of the Ministry of the higher education, science and innovations;
territorial administrations of the Ministry of the higher education, science and innovations on competitive basis determine the contractor - the scientific/highest educational organization (the innovative company of backs-off) for providing the scientific problem resolution of industry;
by results of tender the scientific/highest educational organization (the innovative company of backs-off) on the basis of the principle "1+1" finances projects together with the industry organizations;
The ministry of investments, industry and trade develops investment portfolio for the purpose of expansion of innovative products which release is successfully mastered in the market, and establishing their serial industrial production in the future.
To the ministry of innovative development (Abdurakhmonov I.) in a month to develop and approve procedure for complete and high-quality implementation in practice of the chain provided in this Item "отрасль-регион-научная / the highest educational organization".
