solved:

1. Approve the Concept of development of social and medical bases of improvement of quality of life and prevention of disability of veterans of wars, participants of the local conflicts, peacekeeping transactions and the victims of terrorism in the State Parties of the CIS for 2006-2010 it (is applied), prepared in pursuance of Item 3 of the Decision of Council of CIS Heads of Government of June 3, 2005 about financing in 2005 of the Main actions of the Interstate comprehensive program of rehabilitation of veterans of wars, participants of the local conflicts and the victims of terrorism for 2001-2005.

2. Grant to Economic council of the Commonwealth of Independent States the right to make changes to the Actions plan on implementation of the Concept of development of social and medical bases of improvement of quality of life and prevention of disability of veterans of wars, participants of the local conflicts, peacekeeping transactions and the victims of terrorism in the State Parties of the CIS for 2006-2010.

3. To committee on cases of soldiers internationalists under Council of Heads of Government of the State Parties of the Commonwealth annually to inform Economic council of the Commonwealth of Independent States on the course of implementation of the specified Concept.

4. This Decision becomes effective from the date of its signing, and for the State Parties of the Commonwealth of Independent States which legislation requires holding the interstate procedures necessary for its entry into force, - from the date of receipt by depositary of the adequate notice.

It is made in the city of Dushanbe on May 25, 2006 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this Decision, its verified copy.

1. General provisions

During globalization of economy of the world community of one of the most important problems of development of society there is quality of life of the population in general and its separate groups. Due to the formation of the new independent states which economy is, generally in reforming stage separate segments of the population of the states of the Commonwealth fell into difficult situation. The special attention is deserved by problems of quality of life of the most vulnerable citizens of the CIS - veterans of wars, participants of the local conflicts, peacekeeping transactions and the victims of terrorism.

The approved approach to forming of the general principles of determination of reasonable priorities of the medico-public assistance to the national groups stated above really will promote improvement of quality of life.

The social and economic situation which developed in the State Parties of the CIS by the beginning of the 21st century - slow increase in production, lack of stability in the financial market, insufficient financing of health care, unaddressed distribution of allocated funds - leads to low level of living of the population and first of all its socially vulnerable layers. Practically in all State Parties of the Commonwealth there is no control system of efficiency of address use of the funds allocated for support of veterans. The rehabilitation which gained development in recent years is available, and that not fully, only to disabled people, and the fact that veterans of all wars are primary group of risk of disability and that easier and more economic to prevent disability, is not pledged in one of the laws adopted in the State Parties of the CIS in the last 10 anniversary. Implementation of interstate medico-social programs will allow to allocate primary groups of the factors influencing quality of life.

The concept determines main objectives, the principles and the directions of cooperation of the governments and public organizations of the State Parties of the CIS in the field of improvement of quality of life of veterans of wars, participants of the local conflicts, peacekeeping transactions and the victims of terrorism - the category of citizens requiring the increased social attention, support, mercy and participation of governing bodies of all levels, the government and non-state institutions and the organizations.

The concept of quality of life of this category of citizens includes satisfaction with the physical, mental, economic and social wellbeing, capability to function in society according to the provision and to become widespread from life in all its aspects.

The legal basis of the Concept are legal acts of the State Parties of the Commonwealth on problems of disabled people, veterans, families of the dead, and also the documents accepted within the Commonwealth of Independent States.
