1. Approve enclosed:

- Regulations on the all-civil passport of the citizen of the Kyrgyz Republic of sample of 2006;

- description of the all-civil passport of the citizen of the Kyrgyz Republic of sample of 2006;

- sample of the all-civil passport of the citizen of the Kyrgyz Republic of sample of 2006.

2. Determine that:

- The public registration service under the Government of the Kyrgyz Republic performs acceptance, document creation from the citizens of the Kyrgyz Republic who are in the territory of the Kyrgyz Republic for personification of all-civil passports of the citizen of the Kyrgyz Republic of sample of 2006, provides their production, creates the information database about the issued all-civil passports of the citizen of the Kyrgyz Republic of sample of 2006, and also issues to citizens of the Kyrgyz Republic the made personified all-civil passports of the citizen of the Kyrgyz Republic of sample of 2006.

The Ministry of Foreign Affairs of the Kyrgyz Republic performs acceptance and document creation of the citizens of the Kyrgyz Republic who are outside the Kyrgyz Republic for personification of all-civil passports of the citizen of the Kyrgyz Republic of sample of 2006, and also issues to citizens of the Kyrgyz Republic the personified all-civil passports of the citizen of the Kyrgyz Republic of sample of 2006.

3. To provide to the Ministry of Foreign Affairs of the Kyrgyz Republic according to international treaties informing foreign states on introduction in the Kyrgyz Republic of the all-civil passport of the citizen of the Kyrgyz Republic of sample of 2006.

4. To the ministries, administrative departments, the state committees, local public administrations and local government bodies to bring the decisions into accord with this Resolution.

5. Publish this Resolution in mass media.

6. To impose control of execution of this Resolution on department of transport, construction, communications and emergency situations of Government office of the Kyrgyz Republic.

I. General provisions

1. 4-1. The government of the Kyrgyz Republic has the right to extend the validity of the all-civil passport in case of introduction of emergency mode and/or emergency rule in the territory of the Kyrgyz Republic or in its certain areas.

5. Upon termination of effective period the all-civil passport is subject to replacement in accordance with the established procedure.

6. In the territory of the Kyrgyz Republic the all-civil passport cannot serve as the document for making by its owner of civil, notarial transactions, banking activities.

The citizens of the Kyrgyz Republic who are constantly living outside the Kyrgyz Republic and not having the passport of the citizen of the Kyrgyz Republic can make in the territory of the Kyrgyz Republic civil, notarial transactions, banking activities in the presence in their all-civil passport of mark of diplomatic representation or consular establishment of the Kyrgyz Republic about statement on consular accounting or on the permanent residence and the valid residence permit of adoptive state.

7. Acceptance and transfer of the all-civil passport as a deposit, and also its withdrawal, except cases, stipulated by the legislation the Kyrgyz Republic and this Provision is forbidden.

8. The all-civil passport is valid for departure out of limits of the Kyrgyz Republic and entry into the Kyrgyz Republic. The procedure for entry into the foreign states is regulated by their national legal system, and also the become effective international treaties.
