Rules of registration of automotor-vehicles and trail cars to them in the Public registration service under the Government of the Kyrgyz Republic

I. General provisions

1. These rules of registration of automotor-vehicles and trail cars to them establish procedure for state registration, single in all territory of the Kyrgyz Republic, in the Public registration service under the Government of automotor-vehicles with engine capacity more than 50 cubic see and with a maximum constructive speed more than 50 km/h, intended for movement on highways public, belonging to the organizations (including to the companies, organizations), irrespective of forms of business, to citizens of the Kyrgyz Republic, foreign legal entities and citizens, stateless persons, including the vehicles registered in other states and temporarily imported into the Kyrgyz Republic for the term of more than 6 months.

Rules are obligatory for all legal entities and physical persons - owners of vehicles.

Document creation, registration (re-registration), accounting of vehicles is performed by the staff of registration divisions of Department of registration of vehicles and driver's structure under the Public registration service under the Government of the Kyrgyz Republic (further - Department).

State registration, change of registration data, removal from accounting of the vehicles provided to Armed Forces of the Kyrgyz Republic and military forming are made in coordination with the military commissariats performing their accounting.

2. Owners of vehicles or persons on behalf of owners using and (or) disposing of vehicles based on the power of attorney shall register them or change registration data during effective period of the registration sign "Transit" or within 5 days after acquisition, customs clearance, replacement of number aggregates or emergence of other circumstances which demanded change of registration data and also to strike them off the register on check-in location before the termination of the property right or in cases of change of check-in location.

Change of registration data is performed in case of change of any data specified in the registration documents issued by divisions of Department in which registration actions are made, or in case of need of entering into the specified documents of additional data according to these rules.

Registration documents are the registration certificate of the vehicle or log book of the vehicle if their replacement, the technical coupon of the vehicle is not made.

Registration of the tractors, tractor trailers, self-propelled technological machines, permanent technological units with internal combustion engines belonging to physical persons and legal entities is made by divisions of Department.

Operation of the vehicles which are not registered in accordance with the established procedure is forbidden.

3. Vehicles are registered only behind the legal entities and physical persons specified in registration documents, the reference account or other documents.
