About the approval of the list of the equipment and materials of dual purpose and appropriate technologies applied in the nuclear purposes concerning which export control is exercised

According to article 8 of the Federal law "About Export Control" Government of the Russian Federation decides:

1. Approve the enclosed list of the equipment and the materials of dual purpose and appropriate technologies applied in the nuclear purposes concerning which export control is exercised.

2. This resolution becomes effective from the date of its official publication.

The robots or working bodies having any of the following characteristics:

a) specially developed according to national standards of safety for works with powerful explosives in the explosive environment (for example, to satisfying restrictions for parameters of the electrical accessories intended for work with explosives in the explosive environment); or

b) specially developed or estimated as radiation resistant to maintain general dose of radiation more than 5 x 104 Heat (silicon) without deterioration in work characteristics

On Item 1.1.3 the robots which are specially designed for non-nuclear industrial application, such as, for example, used in painting cameras for cars are not subject to export control

1. In Item 1.1.3 the term "robot" means the manipulator which can continuously move or bucketed, can use sensors and has all following characteristics:

a) is the multi-function printer;

b) it is capable to establish or orient material, details, tools or special devices by means of different movements in three-dimensional space;

c) includes three or more servoustroystvo with the closed or opened contour which can include step engines; and

d) has programmability, to the available user by means of method of training/reproduction or by means of the COMPUTER which can be the programmable logical controller, that is without mechanical intervention

Special notes:

1. In the above-stated technical notes the term "sensors" means detectors of the physical phenomenon which output signal (after transformation to signal which can be deciphered by the controller) is capable to generate programs or to modify program teams or numerical program data. This concept turns on sensors with machine sight, infrared or acoustic display, the touch probe, measurement of domestic situation, optical or acoustic measurement of distances or with opportunities of measurements of efforts or the rotary moment

b) establishments of the functional management including input of parameters

3. The above-stated determination does not turn on the following devices:

a) the manipulators managed only manually or the cameraman;

b) manipulators with the fixed sequence of actions which are the automatic moving devices operating according to mechanically fixed programmed movements. The program is mechanically limited to motionless fixers, such as pins or cams. The sequence of movements and the choice of the directions or corners do not change or change mechanical, electronic or electric means;

c) mechanically managed manipulators with the variable sequence of actions which are automatically the moving devices operating according to mechanically fixed programmed movements.

4. In Item 1.1.3 the term "working bodies" means clips, active means of machining and any other tools which join the basis on the end of "hand" of the manipulator of the robot

In the above-stated determination the term "active means of machining" is understood as devices for transfer to the processed detail of motion energy, processing or indication of the direction

1.1.4.

Remote manipulators which can be used for ensuring remote actions in transactions of radiochemical separation or in hot cameras, having any of the following characteristics:

a) capable to transfer actions of the operator through wall of the hot camera by thickness of 0,6 of m or more (transaction "through wall"); or

b) capable to transmit actions of the operator through cover of the hot camera by thickness of 0,6 of m or more (transaction "through cover")

Technical note.

Remote manipulators provide transfer of actions of the person operator to remotely operating "hand" and the terminal fixer. Manipulators can be the owner/servant type (the manipulators copying movements of the operator) or to be controlled the handle of management or the keyboard

b) which according to the technical specification of the manufacturer can be equipped with blocks of the numerical control (NC) or computer management
