About additional measures for increase in efficiency of use of frequency range, forming and distribution of teleradio programs and data transmission

According to the Laws of the Republic of Uzbekistan "About mass media" and "About guarantees and freedom of information access", and also for the purpose of ensuring effective coordination of activities in the field of forming and distribution of television and radio programs, rational use of radio-frequency range, networks and data transmission systems, the Cabinet of Ministers decides ensuring consumer protection of information services:

1. Form the Interdepartmental coordination commission on enhancement and increase in efficiency of information activities and data transmission in structure according to appendix No. 1.

2. Determine the main objectives and activities of the Interdepartmental coordination commission on enhancement and increase in efficiency of information activities and data transmission:

coordination of activities of state bodies and business entities irrespective of patterns of ownership, including foreign, on forming and distribution of television and radio programs, data transmission with use of means of telecommunications, to safe and rational use of radio-frequency range of television and broadcasting;

ensuring protection of the rights and consumer interests of services of TV and radio broadcasting and telecommunications;

implementation of licensing of business entities, including foreign, on the occupation right them activities in the field of designing, construction and operation of electric communication regarding networks of processing and data transmission, including Internet networks, and also distribution television and broadcasts;

the organization of works on registration of special permissions (licenses) in the field of TV and radio broadcasting and data transmission with use of means of telecommunications;

determination of measures for safe and rational use of radio-frequency range and broadcasting time of television and broadcasting, development of networks and data transmission systems;

determination of distribution terms foreign television and broadcasts in the territory of the Republic of Uzbekistan, procedure and distribution terms domestic TV and broadcasts in the territory of other states, integration of information network of Uzbekistan in world networks;

organization of development, approval and approval of interdepartmental regulating documents, and also preparation and entering of drafts of legal acts into Cabinet of Ministers of the Republic of Uzbekistan;

the organization of control of lawful and rational use of radio frequencies, creation of conditions on exception of abuses in use of technical means of TV and radio broadcasting and data transmission for distribution of information prohibited by the legislation;

the organization and carrying out tenders on RF arrangement and issue of individual licenses on the right of implementation of activities in the field of TV and radio broadcasting.

3. Grant the right to the Interdepartmental coordination commission:

make decisions on issue and cancellation of special permissions (licenses) to business entities, including foreign, on the occupation right them activities in the field of designing, construction and operation of electric communication regarding networks of processing and data transmission, including Internet networks, and also distribution television and broadcasts;

make decisions on provision of the diffusion right of TV radio products of foreign mass media in the territory of the Republic of Uzbekistan or on failure in its provision (termination);

obtain information at state bodies, the organizations and the companies for the questions incoming competence of the commission;

according to the legislation to set restrictions on distribution television and broadcasts.

The decisions of the Interdepartmental coordination commission made within its competence are obligatory for execution by state bodies and business entities irrespective of patterns of ownership, including foreign.

4. Approve Regulations on the Interdepartmental coordination commission according to appendix No. 2.

5. For ensuring the current work of the Interdepartmental coordination commission to create in case of it permanent working group in number of 5 units from among specialists of the Cabinet of Ministers, Agency of information and mass communications, the Ministry of development of information technologies and communications of the Republic of Uzbekistan, NTRK of Uzbekistan.

Approve the staff list of working group according to appendix No. 3.
