Some questions of introduction of the electronic certificate of the veteran

The Cabinet of Ministers of Ukraine decides:

1. Make changes which are applied to resolutions of the Cabinet of Ministers of Ukraine.

2. To the ministries, other central executive bodies to bring the regulatory legal acts into accord with this resolution and to recommend to other state bodies to bring their regulatory legal acts into accord with this resolution.

3. Determine that until introduction of electronic information exchange of the Unified state register of veterans of war with the state electronic information resources information provided by the paragraph the fourth subitem 2 and the subitem 5 of Item 1, subitems 1, of 2 Items 2 and 3, item 4 and the subitem of 1 Item of 5 changes approved by this resolution is provided to the Ministry of cases of veterans electronically with observance of requirements of the Laws of Ukraine "About electronic documents and electronic document management", "About electronic confidential services", "About personal data protection", "About information security in information and communication systems".

Changes which are made to resolutions of the Cabinet of Ministers of Ukraine

1. In Regulations on the procedure for certification and breastplates of veterans of war approved by the resolution of the Cabinet of Ministers of Ukraine of May 12, 1994 No. 302 (the joint venture of Ukraine, 1994, No. 9, Art. 218; Official Bulletin of Ukraine, 2004, No. 2, Art. 46; 2009, No. 3, Art. 85; 2012, No. 97, Art. 3910; 2016, No. 35, Art. 1360; 2018, No. 68, Art. 2294; 2021, No. 35, Art. 2077):

Item 2 to add 1) with the paragraph of the following content:

"The electronic certificate of the veteran (further - the e-certificate of the veteran) - the certificate of the veteran in the form of electronic display of information containing data on the "Certificate of the combatant" issued to person, "The certificate of person with disability owing to war", "The certificate of the participant of war" or "The certificate of the member of the family of the dead" together with the unique electronic identifier (QR code, barcode, digital code) which provides click-through on the corresponding confirmatory record in electronic resources of the Unified state register of veterans of war which is created in case of expression of desire of the applicant, the status confirming it; integral part of the e-certificate of the veteran is the digitized image of person containing in the Unified state register of veterans of war or is reflected in the e-pasporte/e-passport for trip abroad, with the consent of person.";

2) in Item 7:

the paragraph one after words of "National police" to add with words ", National guard";

add Item with the paragraph of the following content:

"The bodies specified in paragraphs one (except Minveteranov) and the second this Item, inform monthly to the 10th Minveteranov with observance of requirements of the legislation in the field of protection of information with limited access on persons to whom certificates and breastplates of veterans of war, in form according to appendix 1 are issued (in the presence).";

Item 7-1 paragraph two after words of "National police" to add 3) with words ", National guard";

4) to add the Provision with Items 7-3 and 7-4 of the following content:

"7-3. The E-certificate of the veteran is created free of charge by means of the Single state web portal of electronic services (further - the Action Portal) at the request of person addressed to whom "The certificate of the combatant", "The certificate of person with disability owing to war", "The certificate of the participant of war" or "The certificate of the member of the family of the dead" is drawn up.

For forming and use of the e-certificate of the veteran such person shall load mobile application of the Action Portal on the electronic device which criteria support use of such appendix (further - the electronic device) and to undergo electronic identification and authentication.

The E-certificate of the veteran is created automatically by means of the Action Portal, including with use of mobile application of the Action Portal, based on data on the "Certificate of the combatant" issued to person, "The certificate of person with disability owing to war", "The certificate of the participant of war" or the "Certificate of the member of the family of the dead" containing in the Unified state register of veterans of war, and the digitized image of his face from the e-pasporta/e-passport for trip abroad in case of provision of consent to reflection in it the digitized image of person.

If person did not agree to reflection in the e-certificate of the veteran of the digitized image of person, the e-certificate of the veteran is not created.

The E-certificate of the veteran is created automatically in the presence in the Unified state register of veterans of war of all data specified in "The certificate of the combatant", "The certificate of person with disability owing to war", "The certificate of the participant of war" or "The certificate of the member of the family of the dead", availability of the digitized image of human face in the e-pasporte/e-passport for trip abroad for forming of the e-certificate of the veteran in the presence of connection of the electronic device to the Internet, operability of the installed mobile application of the Action Portal and the available electronic information exchange between the Action and Unified Portal the state register of veterans of war.

Treat the data containing in the created e-certificate of the veteran:

name of the certificate;

surname, own name, middle name (in the presence) persons;

the digitized image of person;

the body which issued the certificate;

date of issue and terminations of effective period of the certificate;

series and number of the certificate;

Item and the article of the Law of Ukraine "About the status of veterans of war, guarantees of their social protection" according to which the status is established;

group of disability (for persons with disability owing to war);

unique electronic identifier.
