Some questions of appointment and payment of social grants to students (cadets) of organizations of professional and higher education
(Extraction)

The Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for appointment and payment of social grants of the Verkhovna Rada of Ukraine for job seekers of professional and higher education which is applied.

2. Determine that in 2022:

the social grants of the Verkhovna Rada of Ukraine appointed according to the order of the Cabinet of Ministers of Ukraine of December 30, 2021 No. 1798 "About purpose of social grants of the Verkhovna Rada of Ukraine to students of higher educational institutions from among orphan children and children from needy families for 2022" (The Official Bulletin of Ukraine, 2022, No. 4, Art. 275), are paid from January 1 to December 31 in the sizes established by the Procedure approved by Item 1 of this resolution;

social grants of the Verkhovna Rada of Ukraine for job seekers of professional and higher education are appointed since September 1 for a period of one calendar year within the quantity of grants determined by the resolution of the Verkhovna Rada of Ukraine of October 24, 2002 No. 218-IV "About organization of social grants of the Verkhovna Rada of Ukraine for job seekers of professional prehigher and higher education", and established by the Ministry of Education and Science for the relevant central executive bodies which sphere of management organizations of professional prehigher and higher education, quotas, taking into account quantity of such grants appointed according to the order of the Cabinet of Ministers of Ukraine of December 30, 2021 No. 1798 "About purpose of social grants of the Verkhovna Rada of Ukraine to students of institutions of higher education from among orphan children and children from needy families for 2022" treat.

3. Bring in the Procedure for use of the means provided in the Government budget for payment of social grants to students (cadets) of organizations of professional and higher education, No. 1045 "Some questions of payment of social grants to students (cadets) of organizations of professional prehigher and higher education" approved by the resolution of the Cabinet of Ministers of Ukraine of December 28, 2016 (The Official Bulletin of Ukraine, 2017, No. 4, the Art. 148, No. 18, the Art. 510, No. 82, the Art. 2508, No. 95, Art. 2896; 2018, No. 18, Art. 604; 2019, No. 12, Art. 414, No. 70, Art. 2453; 2020, No. 23, Art. 849, No. 61, Art. 1981; 2021, No. 11, the Art. 457, No. 37, the Art. 2224, No. 56, the Art. 3462), - with the changes made by the resolution of the Cabinet of Ministers of Ukraine of April 29, 2022 No. 511, changes which are applied.

4. To the ministry of social policy within a month from the date of entry into force of this resolution to carry out surcharge of the social grants of the Verkhovna Rada of Ukraine appointed according to the order of the Cabinet of Ministers of Ukraine of December 30, 2021 No. 1798 "About purpose of social grants of the Verkhovna Rada of Ukraine to students of higher educational institutions from among orphan children and children from needy families for 2022" for January - June, 2022.

Changes which are made to the Procedure for use of the means provided in the Government budget for payment of social grants to students (cadets) of organizations of professional and higher education

1. In item 4:

Subitem 9 to state 1) in the following edition:

"9) persons to whom social grants of the Verkhovna Rada of Ukraine for job seekers of professional prehigher and higher education according to the resolution of the Verkhovna Rada of Ukraine of October 24, 2002 No. 218-IV "About organization of social grants of the Verkhovna Rada of Ukraine for job seekers of professional prehigher and higher education" are appointed;";

2) in subitem 13:

paragraph one after words of "the Law of Ukraine "On the higher education"." to add with the words "Such Persons Acquire the Right to Social Grant if in Day of the Request for Its Appointment the Settlement in Which They Lived at the time of Transfer in Organization of Education Is Carried to the List of the Settlements Located on the Line of Demarcation.";

add the subitem after paragraph one with the new paragraph of the following content:

"Social grants are appointed to students (cadets) who by results of educational semester have no academic debt, unsatisfactory results of training, are included in the rating of progress taking into account requirements of inclusion in such rating of students (cadets) of the first year of training before the first semestrial control determined by the Procedure for appointment and payment of grants approved by the resolution of the Cabinet of Ministers of Ukraine of July 12, 2004 No. 882 "Questions of scholarship providing" (The Official Bulletin of Ukraine, 2004, No. 28, Art. 1871; 2017, No. 4, Art. 151).".

2. In Item 5:

number, month, year of birth;

the declared/registered residence or the place of residence;

series and/or passport number of the citizen of Ukraine (for person to whom 14 years were not performed, - the certificate of birth);

registration number of accounting card of the taxpayer (in the presence);

unique number of entry in the Unified state demographic register (in the presence);

whom and when the student ID card is issued;

basis for receipt of social grant.".

With respect thereto the twelfth - the forty eighth to consider paragraphs respectively paragraphs the tenth - the forty sixth;

The paragraph the forty first to exclude 2).

3. In Item 7:

In paragraph four of the word "since month of the request for its provision" shall be replaced with words 1) also in figure "from 1 date of its appointment";

2) to add Item after the paragraph of the tenth with the paragraph of the following content:

"If the size of social grant calculated according to this Procedure is determined in hryvnias with kopeks, the size of such grant is rounded to the next integer, bigger than settlement.".
